We find it ironic but exciting that now there is an opportunity for this pioneer family along with developers seek to develop a boutique hotel project in this historic community. You may recall that it was the City of Miami's annexation of this neighborhood in 1925 that changed the dynamic as de facto housing segregation ensued. In the nearly 100 years since that time, the neighborhood has borne a disproportionate number of ill-effects from Miami's inequitable development and because of gentrification -induced displacement some members of the West Grove community reside outside borders of the geographically defined West Grove. However, these community members maintain strong social and familial ties to the neighborhood and have expressed their concerns regarding the on -going development of this project and long- term benefits to the area. In the 1" reading of the request for rezoning it indicated a rare but promising negotiation of Community Benefits by Grove Rights and Community Equity, Inc. (GRACE) with the developers which considers further preservation of the people, culture, and history. The plan also garnered support from former city commissioner Thelma Gibson as well as the Village West Homeowners and Tenants Association (HOATA) is our understanding. When We Fight, We Win!!! Any up -zone request must include a complete renovation of a historically designated home on the site. Section 5. That the Coconut Grove Village Council shall support this oroiect, as long as the owner includes a commitment agreement, to be issued as a covenant running with the land, with the following conditions. 1. At least 20% of the full time, direct -hire employees to operate or maintain the facilities must be hired from local residents of the NCD-2 Village West section of Coconut Grove.
