Government Advocacy & Public Policy Overview King & Spalding's Government Advocacy & Public Policy team draws upon lifetimes of Washington experience and bipartisan relationships to provide clients with effective legal and political problem solving at the federal and state level. We work across all industry sectors to serve as a force multiplier supporting our clients' business objectives. We take a proactive approach as we partner with our clients to develop and implement strategic agendas for effective legislative and regulatory engagement, ensuring our clients are at the table at the right time and are able to maximize their offensive and defensive advocacy strategies. Members of our team have served in key positions on Capitol Hill and have direct experience working with congressional rules and procedures, which can be an important component of our clients' legislative strategies. We bring concrete government relations know-how, experience and relationships built over decades as one of Washington's most influential lobbying practices. As a result, our team offers practical political experience and provides strategic advice to ensure that our clients maximize their interactions with Congress and the Executive Branch. Our team collaborates with the firm's other nationally recognized practices to bring deep experience in a variety of practice areas, so that our clients benefit from an effective and efficient partnership and receive 360° representation. Our Florida ties run deep. Our GAPP group boasts a bipartisan duo of former members of the Florida congressional delegation — Ander Crenshaw and Kendrick Meek. Before their time in Congress, both Ander and Kendrick served in the Florida House of Representatives, with Ander also serving in and being elected first Republican president of the Florida State Senate, when the Senate was evenly split. The leader of our GAPP group, Thomas Spulak, is a Florida native and former general counsel to the U.S. House of Representatives. Our team knows the culture and the diversity of the City of Miami community and can channel that knowledge into an effective government advocacy strategy. The GAPP team overall includes six former members of Congress — one of whom was a state Governor and one of whom was a state Attorney General, aformer general counsel for the House of Representatives, a former chief of staff to House Speaker Nancy Pelosi, a former assistant to the Senate Democratic leader, and a former mayor of Washington, along with many additional coun sel and staff who have served in senior congressional and Executive Branch positions. Our former members of Congress served on critical committees on Capitol Hill and have first-hand experience as decision - makers in the legislative process. They maintain close relationships with numerous current lawmakers KING &SPALDING CONFIDENTIAL (City of Miami) 2 and various caucuses, such as the Congressional Black Caucus and the Congressional Hispanic Caucus, in order to advance the agendas of our clients. As newer and younger Members of Congress look beyond traditional Washington for endorsement and support, we also maintain close relationships with national organizations representing multicultural stakeholders, and with Members of Congress and senior staff of congressional caucuses. We appear before Congress daily — at the Member level, at the staff level and at the Committee level. As a result of our deep bipartisan relationships, we are able to provide reliable, objective, non -partisan and current political intelligence to support your objectives. We also regularly counsel corporations, private individuals, and political committees, parties and candidates engaged in all aspects of campaign finance, ethics and lobbying activities. Since the laws and regulations that govern these areas are altered frequently, our team is committed to ensuring that our clients are kept abreast of any changes at the federal, state and local levels, so that clients may engage in these activities without adverse consequences. KING &SPALDING CONFIDENTIAL (City of Miami) 3 Scope of Work Regular Policy Updates and Tracking: Intelligence Gathering (Eyes/Ears on Capitol Hill) Given the opportunity to serve as a consultant, we will work with the City of Miami officials to continuously assess engagement strategies and opportunities to benefit the community. We will support the City's priorities by monitoring, identifying, interpreting, and reporting issues on Capitol Hill that are relevant and of interest. We will provide political intelligence and updates on legislative activity and regulations. To spot issues early, we employ both software tracking and political intelligence to identify and report on key legislative developments. We will report the results of our research regularly through: • Regular reports on a schedule determined by the City of Miami. These can be oral, written, or both • Strategy memorandum and ad hoc reports on important matters of interest that we believe you should see immediately. • Keeping the City informed about federal activity related to the COVID-19 response and infrastructure, while identifying opportunities to secure federal funds for the City of Miami related to responding to the COVI D-19 emergency, infrastructure development, or additional sources of funding that match well with City priorities. • Provide advice and counsel as requested. Engagement with Congress, the White House, and Federal Agencies We are strong believers in developing and maintaining long-term relationships built on trust, and we would supplement and reinforce the City of Miami's relationships on Capitol Hill and in the Biden administration. Our strategy will include: Advocacy before the U.S. Congress and the administration, with afocus on key members of the Florida congressional delegation. Assist the City of Miami with drafting backgrounders and other advocacy communications, including testimony before Congress. Advise clients on securing government funding through earmarks, pilot/demonstration projects and grants, as well s government contracts. Members of the GAPP practice area offer clients strategic direction on not only navigating complex legislative and regulatory matters, but also extensive experience working with clients to advance diversity, equity and inclusion initiatives among a wide range of stakeholders, including through third -party engagement with national non-profit, human rights and civil rights organizations.
