WHEREAS, there is evidence that narcotic transactions, prostitution, illegal gaming, and human trafficking (collectively, "Crimes") exist in the South Florida area and that such illegal activities have a substantial and detrimental effect on the health, safety, and general welfare to the residents, visitors, and businesses in the City of Miami ("City"); and WHEREAS, in order for the City to continue its responsibility of investigating, disrupting, and dismantling the individuals and/or organizations involved in criminal enterprises relating to the Crimes, it is necessary for the City to concentrate on these Crimes utilizing a focused task force; and WHEREAS, the goal of a focused task force is to target high crime areas in the City and take proactive measures to address the emergence of the Crimes with a purpose to cause a disruption of the Crimes through prevention, intervention, and suppression operations; and WHEREAS, a task force is necessary to gather intelligence to analyze crime trends in the City and utilize that intelligence to employ specific enforcement measures to improve the quality of life of residents, visitors, and businesses in the affected areas of the City; and WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida, as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an emergency nature; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to create and implement an operational task force to combat criminal activities pertaining to the Crimes to improve the health, safety, and general welfare of the residents, visitors, and businesses in the City. Section 3. This Resolution shall become effective immediately upon its adoption. APPROVED AS TO FORM AND CORRECTNESS:
