CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members DATE: March 5, 2020 Of the City Commission FROM: Arthur Noriega V City Manager SUBJECT: Better Bus Project by Transit Alliance REFERENCES: N/A ENCLOSURES: 1) Better Bus Project Network 2) Trolley Efficiency Study On October 24th, 2019 the City of Miami Commission approved a resolution in support of the Transit Alliance's Better Bus Project. Although the Commission did not endorse a specific transit concept, they expressed general support for a hybrid of the two models presented, noting that City Commission reserves the right to approve any changes to trolley routes. On February 26, 2020 Transit Alliance released its draft transit network which recommends a reorganization of Miami -Dade Bus and City of Miami Trolley routes. This plan will be presented to the Miami -Dade County Transportation Planning Organization (TPO) on April 23, 2020. This analysis is intended to inform the Commission regarding the proposed reorganization to allow for future discussion and decisions regarding the City's trolley program. BACKGROUND Transit Alliance (TA) is a non-profit advocacy organization that advocates for improved transit solutions. In the summer of 2019 the TA launched the Better Bus Project, funded by Miami -Dade County (MDC) and others. The Project is proposed as a cost -neutral redesign of the County's bus network and municipal trolley systems that is expected to be completed by spring of 2020. It integrates city trolleys into the county transit network to eliminate redundancy with Miami Dade Transit (MDT) routes and align the two systems. The TA completed 12 public engagement sessions in Miami to gather public input prior to release of the draft transit network, and has additional sessions scheduled in the upcoming month within Miami to inform the public of their proposal (see schedule, page 7). ANALYSIS OF DRAFT NETWORK AND IMPLICATIONS TO THE MIAMI TROLLEY SYSTEM The City of Miami trolley program has an annual budget of $16,020,000. Funding comes from transit funds (County half -cent tax), FDOT grants, and advertising revenues. It operates with a peak requirement of 49 trolleys, providing service to 5.4M riders annually on 13 routes covering 120 miles of city roads. The current budget allows for trolleys to operate approximately 4,970 hours per week. In 2018, prior to commencement of the Better Bus Project, the city initiated an efficiency study of the Trolley Program (enclosure #2). This study analyzed existing routes (see map, page 8) to evaluate overall performance using ridership, passengers per operating hour, on -time performance, and operating speed as evaluation criteria. In 2019, the five highest performing routes (Brickell, Biscayne, Allapattah, Coral Way, and Little Havana) recorded 77% of total ridership within the city (4,096,853 of 5,356,760 riders). The study found these routes tended to have higher on -time performance and operating speeds due to simplified route patterns without significant deviations and serve higher density areas. Lower performing routes, in contrast, tended to have more complex or circuitous routes, with segments served by other routes or services. The study concluded that service speed and efficiency could be improved through the elimination and consolidation of unproductive stops and route segments. While not a direct evaluation of the Better Bus Project recommendations, these findings are relevant in considering planning assumptions and recommendations provided by the Transit Alliance. 1 Better Bus Project by Transit Alliance March 5, 2020 Page 2 A stated goal of the Transit Alliance is to improve transit services by reducing the number of overlapping routes, concentrating vehicles on fewer routes to increase vehicle frequency, and realigning routes along major corridors to provide greater access to jobs and critical services. Some key indicators used to evaluate effectiveness of the proposed routes include accessibility to a frequent bus route and distance an individual can travel in 45 minutes using transit. Although there are physical differences between buses and trolleys, the Better Bus Project considers them an interchangeable means to provide transit service. More significantly, trolley use is free for all passengers, while bus service requires riders paying a fare of $2.25. The draft transit network (see map, page 9) eliminates lower performing and circuitous routes, aligning trolleys and buses along major linear transit corridors within the city. The plan improves headway and timing on remaining trolley routes by increasing the number of vehicles and reducing the frequency/ number of route stops. It extends operating hours on remaining routes for both weekdays and weekends. Seven existing trolley routes are proposed for elimination, with those areas of the City to be serviced only by MDT bus services. Since corridors within the City are to be served exclusively by buses or trolleys, some residents will have free transit while others will have to pay, creating a potential equity issue. This may be more significant of an issue in areas of the city with low income or elderly populations (Note: All residents 65 and older ride MDT transit free). The Transit Alliance claims that the integrated County Bus and City Trolley network will result in the following outcomes: • Doubles the number of County residents who have access to a frequent bus or trolley arriving every 15 minutes throughout the day, seven days a week. • Increases the number of seniors that will be able to access a bus or trolley route arriving every 15 minutes throughout the day to 74%, compared to 34% today. • Provides the average City of Miami resident access to 35% more opportunities (jobs and services) within 60 minutes of their home, which makes trolleys and buses more useful for residents. • Improves access to job locations within the City of Miami by 42% more residents of Miami -Dade County, resulting in more people are available to fill jobs and access opportunities in the City. Note: TA uses jobs as a "stand-in" statistic for all types of commercial and service opportunities for residents, as employment is inherent to most of these places (people are employed at banks, grocery stores, pharmacies, retirement facilities, etc). • Reduces the peak vehicle requirement of 49 trolleys to 43, allowing for improved fleet management and increased vehicle reserves that are available for maintenance, thereby improving the reliability and resilience of the trolley system. PROPOSED ROUTES The Better Bus Project proposes to reallocate City trolleys as follows (see maps, page 10) • Port Trolley (M1): Two (2) trolleys operating with a 30 minute headway. Service will be provided for 19 hours daily (0500 am — midnight) on weekdays and Saturday and 17 hours (0500 am — 1000 pm) on Sunday. • NW 2nd Ave / Little Haiti (M2): Up to nine (9) trolleys operating with headway ranging from 12 minutes to 30 minutes. Service will be provided for 20 hours (0400 am to midnight) on weekdays with nine trolleys during the day and reducing to 3 trolleys during evenings. On weekends the route will operate for 19 hours (0500 am to midnight) with five trolleys during the day and reducing to 2 Better Bus Project by Transit Alliance March 5, 2020 Page 3 three at night. Revised route would create a direct service connection between Downtown and Little Haiti, Midtown, and Wynwood through 79th Street. • Allapattah (M3): Up to Six (6) trolleys operating with a 30 minute headway. Service will be provided for 19 hours (0500 am to midnight) on weekdays and Saturday and 17 hours (0500 am to 10 pm) on Sunday. Expands the Allapattah trolley along 14th Street and 28th Street, connecting residential areas and business centers across the network. • Little Havana (M4): Up to Six (6) trolleys operating with a 15 minute headway. Service will be provided for 20 hours (0400 am to midnight) on weekdays and 19 hours (0500 am to midnight) on weekends. Improves trolley service in Little Havana by introducing two-way service along SW 8th/ SW 7th street every 15 minutes throughout the day, with County buses providing more frequent service on Flagler St. • Liberty City Trolley (M5): Up to Five (5) trolleys operating with a 15 minute headway. Service will be provided for 20 hours (0400 am to midnight) on weekdays and 19 hours (0500 am to midnight) on weekends. The revised Liberty City route provides direct connectivity between Biscayne Blvd and the Caleb Center along the 54th Street corridor. • Brickell Trolley (M6): Up to Nine (9) trolleys operating with a 15 minute headway. Service will be provided for 20 hours (0400 am to midnight) on weekdays and 19 hours (0500 am to midnight) on weekends. Creates more direct service in Coconut Grove and Brickell by combining the two trolley services into a more direct route between the Douglas Road Metrorail Station and Brickell Key. • Flagami Trolley (M7): Up to Four (4) trolleys operating with a 30 minute headway. Service will be provided for 19 hours (0500 am to midnight) on weekdays and Saturday and 17 hours (0500 am to 1000 pm) on Sunday. Trolleys will be aligned along a more direct and efficient route, starting at the South West Social Services Program and connecting to regional services and the Airport. • Downtown to Brickell (M8): Two (2) trolleys operating with a 15 minute headway. Service will be provided for 20 hours (0400 am to midnight) on weekdays and 19 hours (0500 am to midnight) on weekends. Route introduces a trolley that connects all north and south trolley services across the Miami River in Downtown and Brickell. EXISTING ROUTES The Better Bus Project recommendations will result in significant changes to existing trolley services within Miami. The existing network provides trolley services on 120 miles of city roads, primarily on one-way routes. The proposed trolley network reduces trolley services to 42 miles of city roads, primarily on bi- directional routes. Seven routes are eliminated, and riders in those neighborhoods will have to use fee - paying MDT buses routes to meet transit needs. The remaining routes are more linear, generally aligned in a singular east -west or north -south orientation, without any neighborhood circulation as currently exists. The map on page 15 shows existing versus proposed areas of trolley coverage, with a detailed analysis of individual routes found on page 16. District 1 • Allapattah Route. Route is realigned to Trolley Route M3. MDT bus route 20 will provide coverage along existing route, while trolley route shifts from NW 20th St to a "C" shape route that generally goes east -west along NW 14th st, north along NW 27th Ave, then east -west along NE 28th/29th St. 3 Better Bus Project by Transit Alliance March 5, 2020 Page 4 • Health District. Route is eliminated. The Allapattah Trolley Route M3 will provide service along NW 14th street while MDT bus routes 20 and 77 would provide service along NW 20th St and NW 7th Ave. District 1 & 3 • Stadium Route. Route is eliminated. Service is provided by MDT bus routes 12, 20, and 11 on NE 12th Ave, NW 20th St, and West Flagler St. District 2 • Brickell Route. Route is realigned to Trolley Route M6. Route combines Brickell and Coconut Grove routes to provide a linear connection between Brickell and Douglas Metrorail. The loop to Mercy hospital remains, however all other loops have been eliminated. • Biscayne Route. Route has been eliminated. MDT bus routes 1, 3, and 9 will provide service to this area. • Coconut Grove Route. Route has been eliminated. Service will be provided along Grand Ave by Brickell Trolley Route M6. MDT bus route 27 with provide service to Miami City Hall, while MDT bus route 22 will provide a connection from Tigertail Ave to the Coconut Grove Metrorail station. District 2, 3, & 4 • Coral Way Route. Route has been eliminated. Service from Brickell station to the west will be provided by MDT bus 24, while connectivity from Brickell to the port and Government Center will be provided my Trolley routes M1 and M8. District 2 & 5 • Wynwood Route. Route has been eliminated. Service along NW 2nd Ave will be provided by the Little Haiti Trolley Route M2. District 3 & 4 • Little Havana Route. Route is realigned to Trolley Route M4. Service is realigned to run along SW 7th and SW 8th St. Flagler St to be serviced by MDT bus route 11. District 4 • Flagami Route. Route is realigned to Trolley Route M7. New Route is much simpler, with elimination of the majority of circulator loops. The area will also be served by MDT routes 11 along Flagler Street), 7 along NW 7th Street, 8 along SW 8th Street, 73 along W 67th Avenue, and 56 along W 57th Avenue. District 5 • Overtown Route. Route is eliminated. The area will be serviced by MDT bus route 77 along NW 7th Avenue, MDT bus route 20 along NW 20th Street, and the Allapattah Trolley Route M3 along 4 Better Bus Project by Transit Alliance March 5, 2020 Page 5 NW 10th Avenue. The portions of the Overtown route that cover NW 10th and 8th Streets are no longer covered by any transit options. • Little Haiti Route. Route is realigned to Trolley Route M2. Trolley service would be provided along NW 72nd Ave connecting to the government Center, while service along NE 2nd Ave would be provided by MDT bus route 9. • Liberty City Route. Route is realigned to Trolley Route M5. Circulator route would be replaced with trolley route along NW 54th St that connects Biscayne Blvd to the Brownsville Metrorail Station. COSTS The Better Bus Project is proposed to be cost neutral, however there are several fiscal considerations involved. The existing program requires approximately 258,700 trolley -hours per year to operate. The proposed routes will require approximately 257,100 trolley -hours to operate. Although a 1% reduction from current requirements, the 1,600 trolley -hours should be considered a reserve to absorb any route, speed, or other necessary changes if planning assumptions are slightly off and additional hours are needed to ensure the frequency and span of services. Miami currently receives grant funding for two routes, (Flagami ($600,000 per year in FY19, 20, and 21), and Liberty City ($1,000,500 in FY21) from the Florida Department of Transportation (FDOT) and Miami Dade Transportation Planning Organization (TPO). The proposed route alignment preserves both routes but with reduced service areas, while maintaining connection to the Metrorail network. It is likely that these changes will not result in risk to receiving those grant funds. The City maintains 672 trolley stops and will incur a one-time cost of approximately $385,000 associated with relocating, removing, and changing route signs. An initial estimate (page 24) is that 412 existing stops will need to be removed, 169 stops will require a changed sign, and 119 new stops will need to be established. Installation of new poles and signs will cost approximately $1200 each, while replacing a sign on an existing pole will cost $700 each. Removal of poles and signs no longer needed will cost $300 each. Benches and shelters are provided by a private city vendor at no additional cost to the city, however the cost to remove and/or relocate any due to large-scale route realignments may not be covered under the contract and must be negotiated with the vendor. In areas of current alignment that would no longer be serviced there are 6 benches without ad panels that would need to be removed, 6 benches with ad panels that would need to be removed and 2 shelters that would need to be removed. It is estimated each shelter will cost $11,000 - $15,000 to relocate and each bench will cost $1,000 - $5,000 to relocate, depending on size, concrete work required, and type of advertising panel installed. Recommendation The City of Miami trolley routes were individually developed over the past eight years in response to community needs and requests. This incremental growth has enabled the city program to become one of the most successful trolley programs in the county, serving more than 5.4 million riders in the past year. The Better Bus Project changes the focus of the trolley program from neighborhood -centric services to regional transit service providers, with routes being transformed to provide faster transit across the city. Success, however, requires full integration of the City Trolley and MDT bus programs to ensure adequate transit coverage, as large areas of the city will no longer have trolley services and residents must depend on County bus services to meet their transit needs. The proposed realignments, and concentrating of trolleys on the remaining trolley routes, should improve efficiency and result in a better transit experience 5 Better Bus Project by Transit Alliance March 5, 2020 Page 6 for those trolley riders. It does, however, require a tradeoff in the reduction or elimination of Trolley services for other parts of the city, particularly those with neighborhood circulator routes. It is recommended the City Commission consider these recommendations, along with findings of the Trolley Program Efficiency Study, as a starting point to discuss restructuring of the existing trolley system routes. The City Commission should continue to advocate for restablishment of MDT Route 6 as part of this transit restructuring. Before changing any Trolley routes, however, the City must have a much better understanding of what final changes will be made by the MDT bus system, and when they will occur, to ensure synchronization of route transitions and avoid gaps in transit service for parts of the City. The City must have much greater engagement with residents in impacted neighborhoods, and individual District Commissioners, to refine route alignments, timing, frequency, and location of trolley stops. The proposed alignment is very similar to the current version. 16 Transit Alliance - Better Bus Project — Impact to Existing Routes Biscayne Route (Eliminated) Number of Trolleys: 7 pm/6 am Length: 9.64 miles Number of Stops: 60 Current Alignment FY2019 Ridership: 764,181 Annual Cost (FY2020): $1,516,000 Headway Goal: 15 minutes Operating Headway: 22.6 minutes Proposed Alignment Description: In the proposed plan, the Biscayne Route is eliminated and Biscayne Boulevard will be serviced by MDT Routes 1, 3, and 9 from the Miami River to the Omni Station; MDT Route 3 will cover Biscayne Blvd north of the Omni Station. There would no longer be trolley or bus service across the Miami River via the Brickell Bridge, however there would be access across the Miami River via NW 2nd Avenue in addition to the Metromover System which goes across the Miami Avenue Bridge. The proposed Coconut Grove Route now only serves the Douglas Road Metrorail Station but access to the Coconut Grove Metrorail Station can be had via MDT Routes 22 and 27. McDonald Street will no longer be serviced by transit. 17 Transit Alliance - Better Bus Project — Impact to Existing Routes Coral Way Route (Better Bus Names: M8 and M1) Number of Trolleys: 6 Length: 17.21 miles Number of Stops: 85 FY2019 Ridership: 793,390 Annual Cost (FY2020): $1,521,000 Headway Goal: 20 minutes Operating Headway: 30.1 minutes Current Alignment Proposed Alignment Description: In the proposed plan, there would no longer be a trolley on Coral Way, Coral Way will be served from Brickell Station to points west by MDT Route 24. North of the Miami River, two new routes are proposed on the current alignment of the Coral Way route- the M8 will run on SW 2nd Ave from Brickell Station to the Government Center and the M1 would run between the Government Center and the Port. Flagami Route (Better Bus Name: M7) Number of Trolleys: 5 Length: 18 miles Number of Stops: 72 FY2019 Ridership: 793,390 Annual Cost (FY2020): $1,205,000 ($600,000 grant) Headway Goal: 25 minutes Operating Headway: 42.7 minutes Current Alignment Proposed Alignment Description: The proposed alignment of the Flagami Route is much simpler than the current version, with fewer turns and double -backs.
