A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE LEADERS OF
THE 117TH CONGRESS OF THE UNITED STATES TO FUND THE CONSTRUCTION
OF A MUSEUM HONORING THE CONTRIBUTIONS OF CUBAN-AMERICANS TO
SOUTH FLORIDA AND THE GREATER MIAMI AREA AND SERVING AS THE BAY
OF PIGS MUSEUM TO BE BUILT IN LITTLE HAVANA; DIRECTING THE CITY CLERK
TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS NAMED
HEREIN.
WHEREAS, the City of Miami ("City") is the heart of the Cuban -American exile
community; and
WHEREAS, On June 9, 1994, the Miami City Commission declared the City as the
symbolic capital of the Cuban people in Exile and Little Havana as its historical and cultural
enclave; and
WHEREAS, the City's close relationship with the Cuban exile community has existed for
more than a century due to its geographic proximity to Cuba; and
WHEREAS, before the 1950s, the City served as a refuge for those who were fleeing
oppression by the various Cuban military dictatorships, from poverty, and for opportunities and
the Cuban exile population was estimated to be under 10,000 persons; and
WHEREAS, in the late 1950s, after the brutal regime of Fidel Castro seized power in
Cuba, hundreds of thousands of Cubans were forced to flee the island and the vast majority
came to the City; and
WHEREAS, the City's Freedom Tower was operated by the United States ("U.S.")
government as a reception center for Cuban refugees from 1962 to 1974 and is considered by
many to be the Ellis Island of the Cuban exile community; and
WHEREAS, the first Cuban exiles envisioned their stay in the U.S. to be a temporary
phenomenon and they expected that Castro's dictatorship would be short-lived and they would
return to Cuba; and
WHEREAS, in 1961, many members of the Cuban exiles in the City formed the Brigade
2506 and fought valiantly in the Bay of Pigs invasion on April 17, 1961; and
WHEREAS, the Little Havana neighborhood in the City is a natural location for a
museum devoted to the contributions of Cuban -Americans to South Florida and the Greater
Miami Area and a museum of the Bay of Pigs invasion; and
WHEREAS, there is no other substantial Cuban exile history of a size and scope
commensurate with the contributions of this ethnic/immigrant group to the South Florida area,
nationally, and internationally; and
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an
emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission urges the leaders of the 117th U.S. Congress to
fund the construction of a museum honoring the contributions of Cuban -Americans to South
Florida and the Greater Miami Area and serving as the Bay of Pigs Museum to be built in Little
Havana.
Section 4. The City Clerk is directed to send a copy of this Resolution to U.S. Senators
Marco Rubio, Rick Scott, Robert Menendez, and Ted Cruz and U.S. Representatives Albio
Sires, Alexander Xavier Mooney, Nicole Malliotakis, Maria Elvira Salazar, Mario Diaz-Ballart,
Anthony Gonzalez, and Carlos A. Gimenez.
Section 5. This Resolution shall become effective immediately upon adoption.
