A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO CONDUCT A STAFF ANALYSIS OF AFFORDABILITY ("STUDY") ON
ALL FUTURE ZONING APPLICATIONS AND TO PROVIDE THE RESULTS OF THE
STUDY AS PART OF THE STAFF ANALYSIS PROVIDED TO THE CITY
COMMISSION ON EVERY ZONING APPLICATION; FURTHER AUTHORIZING THE
CITY MANAGER TO USE PREVIOUSLY ALLOCATED FUNDS TO PROCURE
SOFTWARE TO ASSIST STAFF IN CONDUCTING THE STUDY.
WHEREAS, the Miami City Commission takes inclusionary zoning very seriously on a
neighborhood by neighborhood basis and desires more information to make proper decisions
regarding the affordability of projects; and
WHEREAS, the City Commission further desires a staff analysis on all future zoning
applications that takes into consideration the neighborhood's average rent, the per square foot
market rate under the current zoning, and the amount to which the value would increase if the
proposed zoning application were approved (collectively, "Study"); and
WHEREAS, it is intended that the Study will provide information to the City Commission,
and the relevant neighbors of how much value is being granted to the zoning applicant: and
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an
emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby directs the City Manager to conduct Studies on
all future zoning applications and to provide the results of the Studies as part of the staff
analysis provided to the City Commission on every zoning application.
Section 3. The City Commission authorizes' the City Manager to use previously
allocated funds to procure software to assist staff in conducting the Studies.
Section 4. This Resolution shall become effective immediately upon its adoption.
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
