Purpose of Item:
A Resolution of the Miami City Commission, authorizing the City Manager to accept and
appropriate a grant in an amount not to exceed seventy five thousands dollars
($75,000.00) from the Miami Dade Transportation Planning Organization (PTO),
administering Federal Funds from the United States Department of Transportation,
Federal Transit Administration's Metropolitan Planning and Research grant funds, to the
City of Miami's Department of Resilience and Public Works for the update to the 2009
City of Miami Bicycle Master Plan; further authorizing the City Manager to allocate and
appropriate a total amount not to exceed ($100,000.00) from legally available funding
sources for this project; further authorizing the City Manager to negotiate a execute a
grant award agreement.
Background of Item:
The City of Miami's Department of Resilience and Public Works has been awarded a
grant in the total amount not to exceed Seventy-five Thousand Dollars ($75,000.00)
from the Miami Dade Transportation Planning Organization for the update to the 2009
City of Miami Bicycle Master Plan, Office of Capital Improvements Project No. 40-
B203613. The Project's goals are to update the master plan to bring it in line with
current best practices, improving access and availability of trails and protected bicycle
lanes; and a City match in the not to exceed the amount of One Hundred Thousand
Dollars ($100,000.00) is required for the Grant.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING AND APPROPRIATING A GRANT IN AN AMOUNT NOT TO EXCEED
SEVENTY-FIVE THOUSAND DOLLARS ($75,000.00) FROM THE MIAMI-DADE
TRANSPORTATION PLANNING ORGANIZATION ADMINISTERING FEDERAL
FUNDS FROM THE UNITED STATES DEPARTMENT OF TRANSPORTATION,
FEDERAL TRANSIT ADMINISTRATION'S METROPOLITAN PLANNING AND
RESEARCH GRANT FUNDS TO THE CITY OF MIAMI'S ("CITY") DEPARTMENT OF
RESILIENCE AND PUBLIC WORKS FOR THE UPDATE TO THE 2009 CITY BICYCLE
MASTER PLAN, OFFICE OF CAPITAL IMPROVEMENTS PROJECT NO. 40-B203613
("PROJECT"); FURTHER AUTHORIZING THE CITY MANAGER TO ALLOCATE AND
APPROPRIATE A TOTAL AMOUNT NOT TO EXCEED ONE HUNDRED THOUSAND
DOLLARS ($100,000.00) FROM LEGALLY AVAILABLE FUNDING SOURCES FOR
THE PROJECT; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A
GRANT AWARD AGREEMENT ("GRANT AGREEMENT"), IN SUBSTANTIALLY THE
ATTACHED FORM, AND TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER
NECESSARY DOCUMENTS, AMENDMENTS, EXTENSIONS, RENEWALS, AND
MODIFICATIONS TO THE GRANT AGREEMENT, ALL IN FORMS ACCEPTABLE TO
THE CITY ATTORNEY, FOR COMPLIANCE WITH THE GRANT AGREEMENT AND
TO IMPLEMENT THE PROJECT.
WHEREAS, the City of Miami's ("City") Department of Resilience and Public Works
("Department") has been awarded a grant in the total amount not to exceed Seventy -Five
Thousand Dollars ($75,000.00) ("Grant") from the Miami -Dade Transportation Planning
Organization ("TPO") administering federal funds from the United States Department Of
Transportation, Federal Highway Transit Administration's Metropolitan Transportation Planning
and Research Grant Funds for the Update to the 2009 City Bicycle Master Plan, Office of
Capital Improvements ("OCI") Project No. 40-B203613 ("Project"); and
WHEREAS, the Project's goals are to update the Bicycle Master Plan to bring it in line
with current best practices, improving access and availability of trails, and protected bicycle
lanes; and
WHEREAS, a City match in the not to exceed amount of One Hundred Thousand
Dollars ($100,000.00) ("City Match") is required for the Grant; and
WHEREAS, the City Manager and the Department are requesting authorizations (1) to
accept and appropriate the Grant and to allocate and appropriate the City's Match; (2) to
execute a Grant Award Agreement ("Grant Agreement"), in substantially the attached form; and
(3) to negotiate and execute any and all other necessary documents, amendments, extensions,
renewals, and modifications to the Grant Agreement, all in forms acceptable to the City
Attorney, for compliance with the Grant Agreement and to implement the Project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' (1) to accept and appropriate the Grant in
the total amount not to exceed Seventy -Five Thousand Dollars ($75,000.00) from the TPO for
the Project and (2) to allocate and appropriate the City's Match from legally available funding
sources in an amount not to exceed One Hundred Thousand Dollars ($100,000.00) for a total
allocation and appropriation in an amount not to exceed One Hundred Seventy -Five Thousand
Dollars ($175,000.00).
Section 3. The City Manager is further authorized' to execute, in substantially the
attached form, the Grant Agreement and to negotiate and execute any and all other necessary
documents, amendments, extensions, renewals, and modifications to the Grant Agreement, all
in forms acceptable to the City Attorney, for compliance with the Grant Agreement and to
implement the Project.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed including, but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
