Public Comment
The American Dream is described as "the ideal
by which equality of opportunity is available to
any American, allowing the highest aspirations
and goals to be achieved." Without a doubt
the perfect example of the American dream
would be Cornelius Shiver. Aside from
professional, familial, and moral achievements
Mr. Shiver has embodied being a black
American beyond all obstacles by maintaining
stake in property ancestrally passed to him in
a version of Coconut Grove that has all since
been bulldozed. Unfamiliar shell companies
with no regard for history swarm the
neighborhood with one goal in mind and that
is profits. As I am just one of Mr. Shiver's
daughter, I can attest that he walks the streets
he looks to pioneer and breaks into tales of
Bahamian settlers that had economic success
in Coconut Grove. The Grove was bred from
black innovation and composed of strong
innovators who seized their dreams in the face
of all adversity. While construction progress is
inevitable; more time needs to be spent
inquiring on whom we allow to expand on our
historical lands and make sure that their
intentions will serve the current inhabitants.
In a time where expansion in the Grove is the
plant of life, I would recommend allowing
Mercy hospital born, Coral Gables Senior High
graduated and most importantly Coconut
Grove resident from birth Cornelius Shiver
lead the way with the innovation. Preserving
history in general is pertinent and with zone
approval a continual of black history will
continue in Coconut Grove under his
compassionate and wise guidance.
Please aid in Mr. Shiver's efforts maintain a
affordability and black legacy strong in

My name.is Codi Shiver and my current
address is 11725 SW 244th Ln, Homestead, FI
33032. I am in full support of zoning items PZ-
1 and PZ-2. I was born and raised in Coconut
Grove. My family and I have a goal to one -day
return to Coconut Grove and raise our children
in this beautiful and historic community. I
believe that we will have a good chance to
achieve this goal because of my father's
project. My father, Corneilus Shiver who is a
resident of Coconut Grove has taken the
initiative to develop our family property that
was passed down from my grandparents. This
development is consistent with the zoning in
the area and will be an amazing and much
needed redevelopment for the historic west
Grove.
My name is Melodie Rolle -Mitchell and my
address is 4716 Brooker Street. I am writing in
support of agenda items.PZ.1 and PZ-2. I was
raised in the Grove. I have a home also at
3435 Charles Avenue. I support Cornelius
Shiver on the initiative to develop property
passed down through his family. The T-4
zoning designation he is seeking, is consistent
with the Wendy's across the street from his
property and is consistent with the town
homes recently built in the area. I am very
proud that one of our own is investing his
money and time into our historic community.
The black Grove, particularly those who were
born and raised in Coconut Grove. I support
this project 100%. Thank you,
My name is Ketsia Marcellus, and I reside at
5950 SW 74 Street, Apt 401 Miami, FL, 33143.
I am in support of PZ1 and PZ1. As a mother, I
have a desire to live and raise my children in
Coconut Grove. Coconut Grove is a community
that has many outstanding public and private
schools and many beautiful parks. It is
strategically located 15 minutes from the
airport, 10 minutes from the University of
Miami and 10 minutes from Downtown Miami.
That is why I participated in the petition drive
to get community support for this item. We
collected 100 signatures in support of PZ1 and
PZ2. I also attended community workshops on
this zoning application. Allowing the
additional floor and additional units in this

area of Coconut Grove is consistent with the
recent and future development plan for the
area. Like so many of the residents whose
signatures we obtained, I too, support this
zoning application to get the project.
My name is Joyce Sands and I live at 141
George Allen Ave in Coconut Grove. I am
writing in support of zoning items PZ-1 and PZ-
2. I attended a community workshop on this
zoning application and I am fully informed, and
want to express my support for rezoning 3095
Plaza from T-3 to T-4. The location is within
two blocks of the Douglas Road Metro Station
and within 150 feet of US.1. The Coconut
Grove Homeownees and Tenants Association
passed a resolution supporting this zoning
application. Those of us who were born, raised
and still live in the first black community in
Miami overwhelming supports.PZ.1 and PZ.2.

My name is Anthony Witherspoon and I live at
3629 Grand Ave. Apt#22 in Coconut Grove. I
am writing in support of items PZ.1 and PZ.2. I
am a lifetime native of Coconut Grove and
grew up with Cornelius Shriver who is also a
lifetime "Grovite". His integrity is held in the
highest regards in the community. His love for
Coconut Grove is second to none. Neil is one
of few Grovites who has chosen to stay in the
community and build some thing, unlike 99%
of the other developers that come and go, that
claim they love the Grove, that he and his
family will personally live in and enjoy for the
rest of their lives!. I applaud the initiative of
Mr. Shriver vision in developing his family
property in Coconut Grove that has been
passed down through his family. Under the
subject zoning application he is seeking to
improve his property for a three story, 5 units
housing development. Allowing one additional
floor and three additional units is consistent
with the unaffordable town homes recently
built in the area. I and the many folks here
today supports his project to the utmost! And I
respectfully ask that you do the same by
voting to approve the project as well. Thank
you.

It has come to our attention the city in
requesting BTR for bare boat charters boats
and restricting all picks ups of boats in any
marina. Wanted to see how to work together
with the city to have pick ups for boats more
organized and to help the community.

I want to send a letter to support for Items PZ-
1. I was born and raised in Coconut Grove, as
were my families generations before me.
While I now live in Miami -Dade, it has long
been a goal of mine to return to living and
building a business in Coconut Grove. Seeing
the residential project being developed by
Cornelius Shiver has been more than
inspirational to us who have a great history in
Coconut Grove and wish to return and start
our own legacies there. I am aware that Mr.
Shiver is developing on property passed down
to him by his family and it gives me great
comfort to know a lifetime resident with
respect for the qualities that make Coconut
Grove such a historic and unique place has
begun to preserve his own legacy there. It is in
the Coconut Grove communities best interest
to see this project through under the guidance
of a someone who knows it best and can add
to its historic charm as opposed to an outsider
that only sees future opportunity without the
current greatness fully appreciated. Thank

Hi - thank you for your time. I'm a resident of
Miami Beach, and was born and raised in
Kendall. As an avid cyclist who supports the
need for Miami -Dade county to develop a
sustainable and safe infrastructure for
residents and tourists alike, inclusive of cycling
lanes, micro -mobility, public transit, and safe
pedestrian passage, I wonder why these funds
would be allocated to the Department of
Resilience and Public Works rather than the
Department of Transportation & Public Works
as a component of the Strategic Miami Area
Rapid Transit (SMART) Plan? Cycling

public health and safety, facilitate economic
development, and mitigate the effects of
carbon emissions on our beautiful
environment here in Miami. I'd also like to
understand how the community will be
involved in decision -making associated with
the development of a new, much needed,
bicycle master plan, and how the use of data
will be incorporated to ensure resident safety
