Subject: Agreement - Liberty City Trolley Route
Purpose of Item:
A Resolution of the Miami City Commission, authorizing the City Manager to negotiate
and execute a Public Transportation Agreement, between the City of Miami and Florida
Department of Transportation (FDOT); and accepting a contribution in the amount of
$1,000,500.00 for operating service cost for Fiscal Year 2020-2021 ; and authorizing the
allocation of City matching funds in the amount of $1,000,500.00 from the City's share
of Tranxit Tax for the Liberty City's Trolley Service for Fiscal Year 2020-2021.
Background of Item:
The current system serves many neighborhoods across the City including Little Haiti,
Flagami, Little Havana, Coconut Grove, and Allapattah with connections to Metrobus
routes, Metrorail, Metromover and other area municipal circulators; and the Florida
Department of Transportation ("FDOT") has programmed $1,000,500.00 of State of
Florida ("State") funds for this purpose; and the City is required to provide an equivalent
match and enter into a Public Transportation Grant Agreement ("Agreement") with
FDOT, in substantially the attached form, for said purpose; and the City's matching
funds in the amount of $1,000,500.00 are to be allocated from the City's share of the
Charter County and Regional Transportation System Surtax levied pursuant to Section
212.055(1), Florida Statutes (2020), and Chapter 29, Article XVI of the Code of Miami -
Dade County, Florida ("Transit Surtax").

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A PUBLIC
TRANSPORTATION GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED
FORM, BETWEEN THE CITY OF MIAMI ("CITY") AND THE FLORIDA DEPARTMENT
OF TRANSPORTATION, ACCEPTING THE STATE OF FLORIDA'S CONTRIBUTION
IN THE AMOUNT OF $1,000,500.00 FOR OPERATING COSTS ASSOCIATED WITH
THE LIBERTY CITY TROLLEY SERVICE FOR FISCAL YEAR 2020-2021;
AUTHORIZING THE ALLOCATION OF THE CITY'S REQUIRED MATCHING FUNDS
IN THE AMOUNT OF $1,000,500.00 FOR FISCAL YEAR 2020-2021 FROM THE
CITY'S SHARE OF THE TRANSIT SURTAX; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL OTHER DOCUMENTS, INCLUDING ANY
AMENDMENTS, RENEWALS, AND EXTENSIONS, SUBJECT TO ALL
ALLOCATIONS, APPROPRIATIONS, PRIOR BUDGETARY APPROVALS,
COMPLIANCE WITH ALL APPLICABLE PROVISIONS OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), INCLUDING THE CITY'S
PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND FINANCIAL
INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE CITY
CODE, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AND IN COMPLIANCE
WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS, AS MAY BE DEEMED
NECESSARY FOR SAID PURPOSE.
WHEREAS, the City of Miami's ("City") current trolley system serves many
neighborhoods including Little Haiti, Flagami, Little Havana, Coconut Grove, Allapattah, and
Liberty City with connections to Metrobus, Metrorail, Metromover, and other municipal
circulators; and
WHEREAS, in an effort to reduce vehicular congestion, improve pedestrian mobility, and
enhance transit service within the City of Miami ("City"), the City wishes to continue operating
the City's trolley system in Liberty City; and
WHEREAS, the Florida Department of Transportation ("FDOT") has programmed
$1,000,500.00 of State of Florida ("State") funds for this purpose; and
WHEREAS, the City is required to provide an equivalent match and enter into a Public
Transportation Grant Agreement ("Agreement") with FDOT, in substantially the attached form, to
receive the funds from the State; and
WHEREAS, the City's matching funds in the amount of $1,000,500.00 are to be
allocated from the City's share of the Charter County and Regional Transportation System
Surtax levied pursuant to Section 212.055(1), Florida Statutes (2020), and Chapter 29, Article
XVI of the Code of Miami -Dade County, Florida ("Transit Surtax");
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to negotiate and execute the Agreement, in
substantially the attached form, between the City and FDOT.
Section 3. The City Manager is further authorized to accept the State's contribution in
the amount of $1,000,500.00 for operating costs associated with the Liberty City Trolley Service
for Fiscal Year ("FY") 2020-2021.
Section 4. Funds for the City match in the amount of $1,000,500.00 are allocated from
the City's FY 2020-2021 share of the Transit Surtax.
Section 5. The City Manager is further authorized to negotiate and execute any and all
other documents, including any amendments, renewals, and extensions, subject to all
allocations, appropriations, prior budgetary approvals, compliance with all applicable provisions
of the Code of the City of Miami, Florida, as amended ("City Code"), including the City's
Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in
Chapter 18 of the City Code, in forms acceptable to the City Attorney, and in compliance with all
applicable laws, rules, and regulations, as may be deemed necessary for said purpose.
Section 6. This Resolution shall become effective immediately upon its adoption.
