Wynwood Norte Neighborhood Revitalization District. Dear Mayor Suarez, Since 2018, the Wynwood Community Enhancement Association, Inc. (Wynwood CEA) has been an inclusive association focused on improving the neighborhood north of NW 29th Street and west of N Miami Avenue in Wynwood. Our mission has been providing a unified voice for neighborhood improvements and enhancing the quality of life of current and future residents. Recognizing the changes occurring in the neighborhood, Wynwood CEA's diverse stakeholders came together to identify our neighborhood's strengths and weaknesses and to develop a shared vision for neighborhood revitalization that enhances the unique character and ensures the community's participation in the future growth of the neighborhood. This community -led initiative resulted in the Wynwood Norte Community Vision Plan, produced by PlusUrbia Design, based around 4 themes: COMING HOME, BUILDING HOME, GOING GREEN, GETTING AROUND. Through the support of our District 5 Commissioner, Chairman Keon Hardemon, in November 2019, the City Commission directed the city manager and the city administration to study the implementation of the Community Vision Plan and return to the City Commission to present its findings and recommendations. Since that time, the Planning Department and the Wynwood CEA have been continuing to work on studying the implementation of the Community Vision Plan and have identified the Neighborhood Revitalization District as a planning tool well -suited to the neighborhood for character -based reinvestment that facilitates a new and better mix of quality housing and opportunities for neighborhood -oriented business, while creating revenue streams that can be re -invested back into the neighborhood. It was a great success, with participants from the community coming together to learn about the proposed changes being considered through a Neighborhood Revitalization District (the Nrd-2). The Wynwood Norte Neighborhood Revitalization District is about Reinvesting in our Community • Economic Opportunity for residents and small businesses, and facilitate Main Street revitalization • Housing Options for families through infill development calibrated to the character of the neighborhood • Affordable Housing including potential for 1,500+ new affordable housing units • Arts, Culture & Education strengthening facilities to continue to serve the community • Activate Green Spaces on underutilized land & improve the tree canopy in areas undergoing redevelopment • Transportation Improvements that integrate better sidewalks, transit service and parking facilities This our COVID-19 recovery plan! We are proud of the work of this diverse group of stakeholders — who have rolled up their sleeves because they care about the future health and vitality of our neighborhood and advancing a comprehensive set of tools for implementing the Wynwood Norte Community Vision Plan. Since then, we have attended exploratory meetings, charrettes and more recently ZOOM calls, where the Association has engaged the community and kept everyone up to date on the NRD process and what was being proposed to/by the City. We know our neighborhood is changing and that we are part of the Urban Core of the City of Miami. We know that we are in the relative center of what will one day be a metropolis of millions of people. This future needs to create pathways to prosperity; inclusive of all ages, income levels and walks of life. The Wynwood Community Enhancement Association has done a great job in pulling everybody together and providing the framework for a sustained, productive community -based dialogue. The City of Miami has a critical responsibility to establish infrastructure and zoning to accommodate sustainable, resilient and inclusive growth over the next 10, 20, even 30 years. The zoning will absolutely determine a great deal about the physical landscape of our neighborhoods. But zoning can also help determine the social landscape through the choices we encourage today. After all, it's the small neighborhoods, with their distinctive character and diversity, that help to break up and define the best cities. It's important that Miami's neighborhoods are designed to grow, but at the same time, they must retain a sense of place and promote human connection.
