REFERENCES: Director Resilience and Public Works ENCLOSURES: DERM Notification 9-11-2020 This is a request to declare an emergency and waive the Procurement Department formal bid process, as defined in Section 18-90 of the City Code, for the repair of the Brickell Avenue Stormwater Pump Station 48 inch DIP outfall pipe and the three (3) corresponding deep injection wells. On Friday, September 4, 2020, the city received notification regarding a discharge plume entering Biscayne Bay at the SE 12th Street outfall pipe. After investigation, it was determined the siltation was coming from the Brickell Avenue Stormwater pump station main outfall pipe, which prevents flooding of Brickell Avenue from S.W. 15th Road to S.W. 5th Street. The department stopped operation of the pump station and directed its drainage cleaning contractor to televise and clean the 48 inch outfall pipe in order to identify any damage that may have caused the problem. This investigation identified a large amount of silt formed in the pipe where three deep injection wells are located, however the pipe itself was not damaged. On Friday, September 11, 2020, after removal of all debris inside the pipe and structures, the system immediately began discharging more silt when the pumps were operated. The pumps were turned off within 5 minutes, however the resulting sediment plume in to Biscayne Bay resulted in Miami -Dade County Department of Environment and Resources Management (DERM) issuing a cease and desist order to the cleaning operation. The Brickell Avenue pump station cannot be operated until the source of silt entering the system is identified and repaired. The work requested by this emergency finding is for the investigation, evaluation, repair, and recertification of the three deep injection wells and corresponding casings. The estimated cost for this work is expected to exceed $50,000. Until the exploratory work is completed, we will not know what additional repairs or excavations are necessary, which may incur additional cost. Portable pumps have been positioned in the area, however a working stormwater pump station is crucial to prevent severe flooding and claims against the City by the surrounding businesses and neighbors. Approving this emergency waiver request will allow rapid repair of the stormwater system and deep injection wells to allow the pump station to placed back in operation and ready for the current hurricane season.
