Dear Members of the Commission,
The Planning Director, on behalf of the Arthur Noriega, V, the City Manager, is
submitting a Comprehensive Plan Amendment for a portion of the property located at 3301
Rickenbacker Causeway. This letter serves as the letter of intent for the application, ePlan file
ID PZ-20-8886. The requested Comprehensive Plan Amendment would amend the Future Land
Use Map by designating a portion of the property as Public Parks & Recreation. The property
does not currently have a Future Land Use designation or a Transect Zone.

The property is located along the Rickenbacker Causeway, between the mainland of the
City of Miami and Virginia Key, and contains approximately 514,536 square feet (11.8 acres).
The property is bounded to the north by the right-of-way of the Rickenbacker Causeway, to the
east, west, and south by Biscayne Bay. The affected property makes up the southern half of
small island over which the Rickenbacker crosses on its way to Virginia Key and Key Biscayne.
The northern half of the island was subject to a Comprehensive Plan Amendment in 2015 for
the same request to Public Parks & Recreation. The property serves as a public park, owned,
operated, and maintained by the Miami -Dade County Parks Recreation and Open Spaces
department.
This application has a companion Rezone application, ePlan ID PZ-20-8889. In order to
comply with Parks, Recreation, and Open Space Policy PR-2.1.1, the City's policy establishing
no -net -loss for park space.
This pair of applications is being submitted in connection with another pair of
applications requesting a Comprehensive Plan Amendment and an SAP designation for the
Jungle Island theme park. Those applications are filed in ePlan as PZ-19-4295 (Comprehensive
Plan Amendment to change the Future Land Use from Public Parks & Recreation to Restricted
