HOMEOWNERS ASSOCIATION
A Resolution by The Coconut Grove Park Homeowners Association
Concerning the Proposed Amendment to the Coconut Grove Neighborhood Conservation
Districts (NDC)
It ea= before the Board of the Coconut Grove Park Homeowners Association on the pending
changes to the NCD 2 and 3, and
WHEREAS, the current NCD was originally adopted almost 13 years ago and has not been update
in more than a decade,. and;
WHEREAS, the current NCD has not protected the Grov • from over -development indiscritrainant
lot splitting, and substantial loss in tree canopy, and;
WHEREAS, such overbuilding has contributed to the great loss in tree canopy and will destroy thc
very thing that supports our property values and attracts visitors, new residents, and investors to the
Grove, and;
WHEREAS, the Board of Coconut Grove Park Homeowners Association has reviewed the current
draft of the proposed revisions to the NCD dated June 11 2018 and;
WHERE.AS, the .updated NCD has incorporateda stronger and more comprehensive intent to
protect the t'uture of the community, and;
WHEREAS, the updated NCD has been separated into two sections, the NCD 2 and NCD 3, as.
requested by many members of the West Groveto better protect and reflect the unique character
and history. of that neighborhood, and;
WHERE.AS, the updated NCD takes a restrained. and we 1 thought-out approach to curbing the top
tier of over -building while still protecting property rights and promoting strong, sensible long-term.

WHEREAS, the updated NCID 1.1...„R of 0.50 is consistent with similar neighborhoods in Coral
Gables, Key Biscayne and Miami Beach which alt have equ.a.lor lower FUR and;

WHEREAS, the updated ..NCD has provisions to promote .Affordable and Workforce housing which
are critically ricedcdin the Grove, and;
'WITEREAS„ the updated NCI) includes certain considerations and relaxations to allow designers
.more creative options and flexibility to help alleviate cookie -cutter massing,. and;
WHEREAS, the. updated NCD will help maintain the unique character and desirability of the Grove
which will preserve and increase property values for decades to come;
WEIEREAS, the updated NCD will substantiallymitigate and reduce lot splitting as it provides
larger minimum permissible lot sizes on a :neighborhood by neighborhood 'basis,provides additional
protections to preserve existing tree canopy, and provides clear guidelines and stronger application
standards to make sure future lot splits are less irnpactful to the environment and more in character
with their immediate surrounding neighbors;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD X.' THE cocoNur GROVE PARK
HOMEOWNERS ASSOCIATION:
We find the proposed NCD is a sensible and restrained update to the current
NCD and that it will help protect property values and property rights, and help
preserve the unique scale, character, tree canopy and desirability of the Grove,
and so strongly recommend the adoption of the updated NCD by the Planning,
Zoning, and Appeals Board and by the City Commission.
