I request the Honorable Commissioners vote Nay for the proposed changes to NCD-2. My reasons are
as follows:
Residential homeowners have never thought about their home as REAL ESTATE. As our elected
officials, it would be a gesture of good faith, by ensuring a+l-as many as possible of the West Grove
Residential Homeowners and Property Owners are given the opportunity to understand what it means
if changes to our Zoning laws are approved, within the specified Community.
Yes, iThere have been Planning and Zoning meetings to ensure the City is in Compliance regarding
Public Comment. These 1 to 2 hour meetings and presentations end up becoming shouting matches
because of the overwhelming amount of information provided; which needs to be processed by the
landowner prior to voting. There have not been due diligence Planning and Zoning; ALL Day
Co nmunity Zoning Workshops to learn and then ask questions; which I have requested on many
occasions through HOATA, The Coconut Grove Village Council; (when I was a member), and most
recently t-II-my District 2 Commissioner. Qt.many occasions once I've left these meetings l have not
received any documentation, which I was told I would receive in a format I could understand.
As a landowner in West Coconut Grove, with a degree in International Real Estate, when I ask for
specific documents from my Commissioner and from the City of Miami Planning and Zoning
Department, it is not what I asked for. Who should be held accountable? Example: The proposed
changes to NCD-2, I have asked for a revision markedi- copy with Strikethroughs within the
paragraph, I'm told it couldn't be done. I know strikethrough revisions are accessible it can, because ;in
my previous profession as a legal secretary it was required in order for the Attorney to see exactly what
the proposed changes4 waswere.
Other examples from the City Website;
1. Existing Code Analysis Zoning Analysis (copy does not show what the previous code was in
order to compare.
2. Using the Zoning Code site shows two major components: Code - which links to the final draft
of April 2008; and Atlas - which links to Final Atlas adopted by Ci y Commission on October
22,_2409.
We need to know and understand ,Ind know what Successional Zoning means and its impact on T-3, T-
4, and T-5 Transect Zones.
How the changes to FLR impact our decision to sell or not; rebuild or add on.
Every resident needs to understand what can be built By Right.
The Intent of Good Will might be prevalent but Public Hearings such as these do no just for the
residents who look at their property as home. Please vote Nay No and establish a West Grove
Community Workshop to ensure all residences have the opportunity to learn and have their questions
addressed in order to make a knowledge -based decision as the developers have.
