mission as a "noble task"

"We are at the point
where we have good sci-
ence how COVID-19
can be prevented and at
FIU we have taken every
step and precaution to
make sure that [the] uni-
versity offers a healthy
environment," he told the
Herald in an emailed state-
ment Friday.
Some of the safety proto-
cols the university has
adopted include recom-
mending frequent testing
and hand washing, double
facial coverings and social
distancing. The school
installed plexiglass barriers
and new air filters. It ac-
quired K9s to go through
pudic spaces for quality
control for cleaning.
The university also cre-
ated an app called P3,
Panthers Protecting Pan-
thers, and asks visitors to
fill out a survey about
symptoms before coming
to campus. The school has
received some vaccine
doses from the state, but
hopes to get more soon
and keep vaccinating on
site.
POSITIVITY RATE FOR
COVID CASES IS
TRENDING DOWN
FIU has two campuses,
its main campus a111200
SW Eighth St. and its Bis-
cayne Bay campus off Bis-
cayne Boulevard and North-
east 151st Street.
Dr. Eneida Roldan, the
CEO of the FIU HealthCare
Network, said in an entail
the positivity rate has de-
creased in Miami -Dade to
"considerably below 10%."
Statewide cases have
been declining from a peak
in early January. On Sun-
day, the Florida Depart-
ment of Health's COVID-19
dashboard reported 5,436
new cases and 96 deaths,
the lowest number in each
category this calendar year.
The state's positive test
rate, 6.97% on Saturday,
averaged 6.64% over the
last week, down from 7.51%
for the previous seven days.
1n Miami -Dade, the posi-
tive ten rate on Saturday
was 7.33%. For the week,
the county's average daily
positive test rate fell from
7.45% from Jan. 31 through
Feb. 6 to 6.73% for Feb. 7
through Saturday, accord-
ing to state records.
According to FIU's
COVID dashboard that
tracks self -reported cases,
670 students, and 350 fac-
ulty and staff have dis-
cloud they got infected
si
nce March 12.
Roldn also said "the
incidence of B.1.1.7 is rela-
tively low in our area." As
of Thursday, Florida had
379 conf ed cases of the
B.1.1.7 variant, also known
as the "UK variant," ac-
cording to the Centers for
Disease Control and Pre-
vention, the most cases of
any state in the country.
The CDC does not break
Out the data by county.
TOWN HALL TO
ANSWER EMPLOYEES'
CONCERNS
The university adminis-
tration held a town hall to
answer any questions
about Rosenberg's email
last Wednesday. During
the virtual event, Roldan
told the approximately
1,300 employees who
attended she has been
safer there than at Pub6a sand 5
"Unless anyone is not
going out at all and not
interacting with anyone
you will be exposed," she
said.
El pagnier Kay Hudson,
FIU': senior vice president
for human resources, said
in an email to the Herald
the move is part of the
university's three-phase
repopulation plan. During
Phase 1 in the fall, FIU
implemented rotation
schedules on Oct. 5 to
allow employees to come
to campus at least once per
week. Now it's transition-
ing to Phase 11, and the
purpose has become "to
increase on -campus pres-
ence," she said.
Out of the 10,294 people
FIU employs, 3,798 are
staff, 1,826 are faculty and
4,670 are temporary em-
ployees (including student
assistants), according t0
Hudson. During the fall
semester, about 68% of all
faculty and staffpartici-
pated in rotation sched-
ules, which allowed them
to be on campus at least
once every week or two
weeks.
Starting Monday, FIU
wants to expand that per-
centage to 100%, asking
faculty and staff members
to return to either a daily
rotation or a weekly one.
During the town hag
Wednesday, Carlos -Anto-
nio Flores, executive direc-
tor of operations and sys-
tems at FIU, said the Uni-
versity expects that employ-
ees who work in cubicles in
open -space settings can
return to campus three days
a week. People who have
individual offices can start
working from campus five
days a week, he noted.
"We are saying
mt mini -
um everyone who is able
to physically distance
should be on this campus
three days of the week,"
Flores
However, with a caveat:
Hudson said they "under-
stand that some of (the]
workforce would not be
able to" due to medical
conditions or caring for
others who are at great risk
for contracting COVID-19,
as well as for other reasons
such as caring for children.
"We do ask managers to
continue to afford flexibil-
ity," Flores said.
HOW WILL STUDENTS,
FACULTY AND STAFF BE
AFFECTED?
Students won't be affect-
ed because none of the
classes will shift mid -spring
semester, Hudson said, but
they are welcome to come
to campus for meetings or
other activities.
Professors won't be af-
fected either, said Martha
Meyers, the president of
the local chapter of United
Faculty of Florida, the un-
ion that represents more
than 20,000 instructors
across the state, including
about 1,370 at FIU.
For faculty It is not
mandatory," Meyers said.
"What's being asked of
faculty is for there to be a
greater presence fon cam-
pus]. Should faculty choose
to do s0, we fully support.
Should faculty want to go
sit into their offices and do
work, we fully support,"
she added. "We do have an
agreement though that
says they can't be forced to
do so."
The union and FIU
signed a memo of
understanding that allowed
all faculty who could prove
to HR they are personally
vninemble to the coro-
rus or care for some-
one who is vulnerable to
the disease to fill out an
attestation form by Dee 17.
Meyers said about 40%,
or SOOto 600 members of
bar
the bargaining unit, attest-
ed. But that doesn't mean
they aren't going to cam-
pus; it means they can't be
compelled to do so, she
noted.
Faculty are "very happy
that they are being protect-
ed," she said.
That's not the case with
administrative staff.
"There's an overall con-
cern among the staff and
administrators, and it
doesn't seem to be getting
across" to the university,
said an administrative
staffer who asked the Her-
ald to remain anonymous
for fear of retaliation .
The staffer has been
involved in a two days per
week on -campus rotation
up until last week, and said
the one -week notice to
increase that to five days
per week seems "very
rushed."
"It is a very dramatic
change that they decided
to quickly lay out ... and
with no explanation as to
why we're going so fast.
Why are we being forced to
return?" the staffer said.
"They keep saying it's safe
but
the samemehand a that
everyone touches, go to the
same bathroom that every-
one goes to. There's no
protection."
The staffer said "it's still
thousands of people on
campus" and some won't
follow the tides.
The CDC updated its
guidance for K-12 public
schools on Friday,
encouraging them to re-
sume in -person learning. 1n
its report, the CDC advised
that with the proper safety
protocols, schools can
reopen. That won't change
anything for Miami -Dade
and Broward schools,
according to the public
school systems.
Friday's CDC directive
didn't touch on higher
education, but Dean Col-
son chair of the FIU Board
of Trustees, told the Her-
ald in an entailed state-
ment he believes it's still
relevant for FIU.
"There's no reason why
that logic wouldn't also
apply ' n at

from COVID-19. So far,
though, there hasn't been a
positive case among stu-
dents or staff members —
except one over the sum-
mer, when the campus was
closed, according to Cole-
man. Miami -Dade County
Public Schools does not
report positive cases at
charter schools on its dta-
trict-wide dashboard.
Coleman needs to keep
cases at zero. All of her 130
students have disabilities,
and about a quarter of
them are medically fragile.
During this time, I've
had at least four students
who have been hospital-
iud, two students who are
currently in the hospital for
surgeries," Coleman said
during an interview in
mid -January.
"l serve the most signif-
icantly cognitively impact-
ed or medically impacted
students in the district."
Charter schools are tech-
nically public schools,
funded with taxpayer dol-
lars, but they re operated
by private organization.
Early Beginnings, located
near Jackson, is rim by
United Community
Options of South Florida, a
nonprofit that supports
people with disabilities in
the region
When schools shut down
last spring to slow the
spread of the coronavrus,
the closures were especial-
ly difficult for families of
children with disabilities or
severe medical conditions.
Then came perhaps an
even ougher dilemma:
what to do when schools
reopened in the fall. For
the students at Early Be-
ginnings, the stakes of
going to school — and the
stakes of staying home —
are especially high.
TEACHING FAMILIES
ABOUT SPEECH AND
OCCUPATIONAL
THERAPIES
While school shutdowns
during the pandemic
meant
t a lot of parents had
to try to be teachers, CO-
VID-19 required many
Early Beginnings parents to
be speech therapists and
occupational therapists, as
well.
"For our families, the
biggest struggle was trying
to find the balance oh 1
now have to thin my child
at home, ... and may not
have all the skills," Cole-
man said. "A lot of our
parents rely on us to pro-
vide those academic skills,
those life skills, because
they don't necessarily
know how to do the unique
things a special education
program does."
For example, some dis-
abled students as old as 8
are still potty -training,
Coleman said.
"They were in that pro-
cess at school, and now
mom doesn't know, or dad
doesn't know, how to do it
at home," she said. "So we
had to figure those things
t with our families,
alongside them."
Because of the school's
special relationship with
United Community Op-
tions, Coleman was able to
find a way to get her needi-
est students help at home.
The school received
about 322,000 in funding
from the federal CARES
Act, an aid package that
provided relief to schools,
businesses and individuals
earlier during the pendent -
'With that extra money,
and some staffing said —Coleman said she
no longer employs the
same number of people for
before- and after -school
care or on -call shifts — she
was able to afford at-home
physical and occupational
therapy for about 13% of
her students.
ASSISTING FAMILIES
WITH REMOTE
LEARNING
TECHNOLOGY
She said some behavioral
herapists and home health
ides were also able to
ssist students with the
ethnology required for
virtual classes,
"We want to make it
equitable," Coleman said.
"We talk with all of out
families to let them know
the resource [is available]
— and to let them know
our limitations."
Now, about two-thirds of
Coleman's students are
back in face-to-face class-
es, while the rest continue
to Team virtually from
home.
Maria Isabel Otero chose
to send her forth -grader,
Gabriel Sanchez, back to
school. She fond it nearly
impossible oil her (g her
n's care and her full-time
job.
It was one of the worst
times of the year. And 1
think it was the worst time
for me in caring for Gabriel
as a parent," Otero said.
"You are always trying to
find ways for them to ac-
quire skills, which is a
progression much longer
than with any other chil-
dren.... Imagine trying to
do that when you have to
meet the basic needs for
school and for therapy,"
she said.
Gabriel, 10, has the mre
genetic disorder
Bainbridge -Ropers
syndrome. He is on the
autism spectrum, non-
verbal, not fully potty
trained and has low muscle
tone, so he struggles with

When schools closed, "1
didn't see a regression in
his behaviors, but definite-
ly everything was stalled
there, and it affected him
very much," Otero said.
During that time, Otero
would take videos of Ga-
briel walking in Greynolda
Park in North Miami
Beach. She would then
send the videos to his
teachers, to show that he
was keeping up with his
physical educations
lumping, for hint, is
work. It's not something
that he enjoys, as any other
child," Otero said. "He
oyes walking, and he loves
a park that has a little hill.
So we go up the hill, and
then we sit down there and
look at the park from
that high."
One thing that helped
convince Otero to send
Gabriel back to school:
While he has struggled
with social interaction in
the past, Otero teamed
that Gabriel has a "best
buddy" at Early Begin-
nings. That made it worth
the risk
For Gabriel, "school is
more than what school is
for a neurotypical child,"
Otero said.
"He needs his school."
