Special Grant Allocation - CDBG-CV3 Purpose of Item: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ACCEPTANCE OF SPECIAL GRANT ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS ("CDBG-CV3"), IN THE TOTAL AMOUNT OF $4,771,821.00 AND AUTHORIZING THE ALLOCATION OF SUCH FUNDS, AS SPECIFIED IN THE EXHIBIT "A", ATTACHED AND INCORPORATED, TO SUPPORT ECONOMIC AND COMMUNITY DEVELOPMENT ACTIVITIES, IN RESPONSE TO THE CORONAVIRUS (COVID-19) PANDEMIC; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY TO IMPLEMENT THE ALLOCATIONS, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS. Background of Item: On September 11th, the U.S. Department of Housing and Urban Development ("HUD") published the CDBG-CV3 allocation for the entitlement jurisdiction, which included an allocation in the total amount of $4,771,82.00 to the City of Miami, under the Coronavirus Aid, Relief and Economic Securities ("CARES") Act. There is a need to allocate these funds in order for the City to support economic and community development efforts in response to the Covid-19 pandemic. The City Administration recommends the acceptance of special grant allocation of CDBG-CV3 in the amount of $4,771,821.00 and authorizing the allocation of such funds, as specified in Exhibit "A", to support economic and community development activities, in response to the Coronavirus (Covid-19). WHEREAS, on September 11, 2020, the United States Department of Housing and Urban Development ("HUD") published the Community Development Block Grant ("CDBG- CV3") funds allocation for entitlement jurisdictions, which included an allocation in the total amount of $4,771,821.00 ("Funds") to the City of Miami ("City") under the Coronavirus Aid, Relief and Economic Security ("CARES") Act; and WHEREAS, there is a need to allocate the Funds in order for the City to support economic and community development activities in response to the Novel Coronavirus ("COVID-19") pandemic; and WHEREAS, the City's Administration recommends the acceptance of the Funds and the allocation of the Funds as specified in Exhibit "A," attached and incorporated, to support economic and community development activities in response to the COVID-19 pandemic; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Funds are accepted by the City. Section 3. The allocation of the Funds as specified in Exhibit "A," attached and incorporated, to support economic and community development activities in the City in response to the COVID-19 pandemic is authorized. Section 4. The City Manager is authorized to negotiate and execute any and all necessary documents, all in forms acceptable to the City Attorney, for said purpose, subject to all federal, state, and local laws that regulate the use of the Funds. 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and Code provisions. Section 5. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
