Gonzalez, Ph.D. City Manager DATE: August 8, 2019 SUBJECT: Re -Zoning of 139 Parcels in OMNI Area FROM: Jeremy Calleros Gauger, Deputy Director REFERENCES: Planning Department ENCLOSURES: Re -Zoning Application List of Additional 138 Parcels This request is for the proposed re -zoning of 139 parcels from T6-24A-O to T6-24B-O, one of which is city -owned (21 NE 16 Street). This was requested by the City Commission when Ordinance 13817 was adopted on December 13, 2018. Requiring new construction projects, the mandatory inclusion of affordable/workforce housing in T6-24B transect zones to achieve bonus height and floor lot ratio (FLR). The amendment for T6-24b zones, established the following requirements to be satisfied to achieve bonus Height and FLR: • For rental Residential Development, a minimum of fourteen percent (14%) of the units shall be provided as Workforce Housing or a minimum of seven percent (7%) of the units shall be provided as Affordable Housing. • For ownership Residential Development, a minimum of ten percent (10%) of the units shall be provided as Workforce Housing or a minimum of five percent (5%) of the units shall be provided as Affordable Housing. • For all other development excluding ground floor Commercial and Office Uses, fourteen percent (14%) of the non-residential FLR shall be provided as a Trust Fund contribution as described in Section 3.14.4.a.(3). The Planning Department conducted an analysis of the development patterns observed from projects permitted/built in the T6-24b and thus identified the proposed parcels for inclusionary zoning.
