BOOK, P.A. (COLLECTIVELY, "LOBBYISTS") FOR THE PROVISION OF STATE LOBBYING SERVICES FOR THE CITY OF MIAMI ("CITY") DURING THE 2020-2021 FISCAL YEAR; FURTHER AUTHORIZING THE CITY MANAGER TO ENGAGE UP TO TWO (2) ADDITIONAL LOBBYING FIRMS FROM THE POOL OF QUALIFIED FIRMS, ON AN AS NEEDED BASIS, SUBJECT TO THE CITY MANAGER FIRST CONSULTING WITH THE LOBBYISTS AND SUBJECT TO THE APPROVAL OF THE CITY COMMISSION; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE PROFESSIONAL SERVICES AGREEMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, WITH THE LOBBYISTS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, INCLUDING ANY AMENDMENTS, RENEWALS, AND EXTENSIONS, SUBJECT TO ALL ALLOCATIONS, APPROPRIATIONS, PRIOR BUDGETARY APPROVALS, COMPLIANCE WITH ALL APPLICABLE PROVISIONS OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), INCLUDING THE CITY'S PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND FINANCIAL INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE CITY CODE, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AND IN COMPLIANCE WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS, AS MAY BE DEEMED NECESSARY FOR SAID PURPOSE. WHEREAS, the City of Miami ("City") has a need for experienced and qualified firms to provide state lobbying services ("Services"); and WHEREAS, on September 20, 2020, the City's Department of Procurement ("Procurement") issued Request for Qualifications ("RFQ") No. 1243393 to establish a pool of pre -qualified firms ("Pool") to provide the Services; and WHEREAS, on October 19, 2020, eleven (11) proposals were received in response to the RFQ; and WHEREAS, the City Commission, after considering the qualifications of the Pool, has approved the assignment to three (3) of the qualified firms who possess the requisite experience and capacity to provide the Services to the City; and WHEREAS, the City Commission has approved the assignment of two (2) additional firms from the Pool, on an as needed basis, subject to the City Manager consulting with the three (3) assigned firms and subject to the approval of the City Commission; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to engage the following three (3) firms for the Services for the 2020-2021 Fiscal Year: 1. Becker & Poliakoff, P.A. 2. Capital City Consulting, LLC 3. Ronald L. Book, P.A. Section 3. The City Manager is authorized' to negotiate and execute Professional Services Agreements with the three (3) assigned firms, all in forms acceptable to the City Attorney. Section 4. The City Manager is further authorized' to negotiate and execute any and all other necessary documents, including any amendments, renewals, and extensions, subject to all allocations, appropriations, prior budgetary approvals, compliance with all applicable provisions of the Code of the City of Miami, Florida, as amended ("City Code"), including the City's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in forms acceptable to the City Attorney, and in compliance with all applicable laws, rules, and regulations, as may be deemed necessary for said purpose. Section 5. The City Manager is further authorized' to engage up to two (2) additional lobbying firms from the Pool, on an as needed basis, subject to the City Manager first consulting with the three (3) assigned firms referenced above and subject to the approval of the City Commission. Section 6. This Resolution shall become effective immediately upon its adoption.
