2021 LEGISLATIVE PRIORITIES
AFFORDABLE HOUSING
• REQUEST changes to Chapters 197 and 702, Florida Statutes, to allow municipal governments a first position on tax deed and
foreclosure sales in economically disadvantaged areas .as determined by the municipality toward the furtherance of economic
development and increasing homeownership.
• REQUEST change to Section 166.411, Florida Statutes, to allow municipalities to exercise the power of eminent domain for the
purposes of creating affordable housing.
• SUPPORT legislation to keep Sadoski fund intact.
BUILDING DEPARTMENT FUND
• SUPPORT legislation to widen the scope of how the City's Building Restricted Funds can be utilized as long as it helps support.
the Building Department's functions.
CODE ENFORCEMENT
• OPPOSE legislation amending Chapter 162, Florida Statutes, to prohibit City code inspectors from starting an investigation into
code violations based upon an anonymous complaint and requiring that individuals making complaints of potential violations
provide their name and address to the City before an investigation may occur.
FUNDING REQUESTS
• SUPPORT funding for Park Land Acquisition Adjacent to Marlins Park in Little Havana; Downtown Beautification - Flaglcr
Street Economic Revitalization Project; and renovations and expansion of Badia. Senior Center.
HUMAN SERVICES
• SUPPORT funding for Youth Mentoring and Tutoring Program.
SUPPORT legislation opting out of 1 % Food and Beverage Tax contribution to the Homeless Trust or to seek reimbursement
for those funds collected by the Homeless Trust.

PARKS & RECREATION
• SUPPORT changes to Section 402.301, Florida Statutes, to include municipal after school programs.
POLICE & FIRE
• SUPPORT legislation amending Section 934.50, Florida. Statutes, to explicitly provide for new exceptions to allow for the use
of a drone to assist a law enforcement with traffic management; facilitate a law entbrccrnent agency's collection evidence at a
crime scene or traffic crash fbr evidentiary value to subsequent prosecutions; allow law enforcement agencies to use a drone
during large scale special events in public areas (locations where there is no reasonable expectation of privacy) to maintain the
peace and respond to incidents quicker.
• SUPPORT legislation restricting the purchase and possession of firearms by individuals who had been "adjudicated mentally
defective" or have been "committed to a mental institution. See Section 790.065, Florida Statutes.
• SUPPORT amendments to Section 901.15, Florida Statutes, to add the Florida Litter Law to the list of misdemeanor exceptions
that allow police officers to make lawful warrantless misdemeanor arrests for offenses not committed in the presence of the
officer.
• OPPOSE legislation amending Chapter 166, Florida Statutes, that would require discussions between the Manager or a
representative thereof and the City Commission regarding disciplinary measures for municipal law enforcernent officers which
are proposed for inclusion in a collective bargaining agreement to be subject to public meetings requirements.
REQUEST modification to proposed amendment to Chapter 166.241(4), Florida Statutes, which would authorize a City resident
to file an appeal to the Administration Commission if the City Commission makes a specified reduction to the operating budget
of the City's Police Department, by way of exempting reductions based on fiscal responsibility; alternatively, OPPOSE
legislation amending to Chapter 166.241(4), Florida Statutes.
PREEMPTION
• OPPOSE legislation that would preempt local governments; Protect Home -Rule.
• OPPOS.E legislation that would preempt local governments' purview over energy and utilities projects within the City limits.
• SUPPORT legislation that amends Chapter 556, Florida Statutes, prohibiting local government from acting on Utility/Pavement
Markings on public streets (pavements and sidewalks).

2021 State Legislative: Priorities
• SUPPORT legislation that amends Chapter 556, Florida Statutes, to allow local governments to include permit requirements for
the removal of utility markings upon completion of the construction work for which they were placed at utility company's own
costs.
PUBLIC RECORDS & PUBLIC BUSINESS
• REQUEST legislation amending Chapter 119, Florida Statutes, to: exempt research by attorneys as well as communication
between/with attorneys from disclosure; prohibit public records requests from being utilized in lieu of discovery in litigation.;
require requests to be made to the actual Records Custodian and not the City in general; clarify the definition of home address;
and require willful conduct in order to be entitled to attorney's fees.
SUPPORT legislation to make one office the custodian and distributor of all public records request.
• SUPPORT legislation amending Section 286.011, Florida Statutes, to allow for shade meetings to discuss anticipated litigation
or claims that have not yet been fled as lawsuits.
• SUPPORT legislation providing the City with the option to publish legal notices on a publicly accessible wehsite in lieu of
newspaper publication if certain conditions are met.
• OPPOSE legislation regarding public records and the City's ability to file declaratory actions.
RESILIENCE
• SUPPORT funding for projects that will keep Miami resilient, including Shorecrest Drainage and Stonnwatcr Improvements;
Baywalks and Riverwalks; Fairview Flood Prevention; Jose Marti Park and Neighborhood Flood Mitigation; Golden Pines
Neighborhood Improvements; and Resilience Hubs for Disaster Preparedness/Recovery.
SUPPORT legislation expanding Property Assessed Clean Energy ("PACE") programs to include flood and water damage
mitigation and resiliency improvements.
TRANSPORTION & MOBILITY
• SUPPORT funding for Little Havana Pedestrian Priority Zones.

WATER PROJECTS
SUPPORT funding for potential water projects city-wide.
