A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO ENGAGE THE EXPERT CONSULTING SERVICES OF MR. MIGUEL
DE GRANDY ("DE GRANDY") IN ACCORDANCE WITH SECTION 18-116 OF THE
CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, IN THE SAME MANNER
AS WAS PREVIOUSLY ACCOMPLISHED WITH MR. WILLIAM GALVANO FOR THE
PURPOSES OF THE DEVELOPMENT AND IMPLEMENTATION OF A
REDISTRICTING PLAN FOR THE CITY OF MIAMI; FURTHER DIRECTING THE CITY
MANAGER TO BRING ANY REQUIRED CONFLICT WAIVERS TO THE CITY
COMMISSION FOR CONSIDERATION AT THE NEXT AVAILABLE CITY
COMMISSION MEETING AFTER THE CITY MANAGER FINALIZES THE
PROFESSIONAL SERVICES AGREEMENT WITH DE GRANDY.
WHEREAS, it is generally accepted practice for local governments every ten (10) years,
in conjunction with the United States Census, to examine the makeup of the City Commission
districts to ensure the principle of "one person, one vote"; and
WHEREAS, the City of Miami ("City") had previously engaged the services of Mr. William
S. Galvano, Esq. ("Galvano"), for these services; however, Galvano indicated by letter dated
January 22, 2021 that he was "terminating our professional agreement effective [January 22,
2021]"; and
WHEREAS, the City is desirous of moving forward with the redistricting efforts and has
determined that Mr. Miguel De Grandy, Esq. ("De Grandy") has the requisite skills and abilities
to provide the required services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed to engage the Expert Consulting Services of De
Grandy in accordance with Section 18-116 of the Code of the City of Miami, Florida, as
amended, in the same manner as was previously accomplished with Galvano for the purposes
of the development and implementation of a redistricting plan for the City.
Section 3. The City Manager is further directed to bring any required conflict waivers to
the City Commission for consideration at the next available City Commission meeting after the
City Manager finalizes the agreement with De Grandy.
Section 4. This Resolution shall become effective immediately upon its adoption.
