A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO MAKE A REPORT IDENTIFYING ALL ACTIONS, COSTS, AND
FUNDING SOURCES NECESSARY TO IMPLEMENT FREE WI-FI CAPABILITY IN
CITY PARKS AND PROVIDE THE REPORT TO THE CITY COMMISSION BY APRIL
30, 2021.
WHEREAS, many international cities such as Barcelona, Seoul, Tel Aviv, and Paris
provide free wireless internet service ("W-Fi") throughout their cities; and
WHEREAS, several cities in the United States of America such as Baltimore, Maryland
and Chattanooga, Tennessee also have free Wi-Fi internet service throughout their cities; and
WHEREAS, many City of Miami ("City") residents and visitors utilize City parks and
would benefit from the City providing free Wi-Fi internet service; and
WHEREAS, COVID has prompted regulations which promote the use of outdoor spaces
or physical distancing; and
WHEREAS, the COVID pandemic has demonstrated the importance of having reliable
access to the internet for both work and school; and
WHEREAS, in 2020, an FIU study stated that 20.5% of Miami -Dade County households
are without an internet subscription while 32.2% of City households are without an internet
subscription, which is a significantly higher rate; and
WHEREAS, when compared to its peers in Miami -Dade County, Miami has the lowest
rate of internet access and the lowest median household income ("Digital Divide"); and
WHEREAS, the Digital Divide among City residents exists despite the need of City
residents to have access to the internet; and
WHEREAS, deploying free Wi-Fi in City parks will help bridge the Digital Divide in the
City and give more access points for residents to use the internet for work and educational
purposes; and
WHEREAS, the City Commission desires to modernize the City's parks infrastructure to
facilitate safe outdoor activities for its residents and visitors;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby directed to make a report identifying all actions,
costs, and funding sources necessary to implement free Wi-Fi capability in City Parks and
provide the report to the City Commission by April 30, 2021.
Section 3. This Resolution shall become effective immediately upon its adoption.
