HomeMy WebLinkAboutExhibit-SUBCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Arthur Noriega V City Manager FROM: Annie Perez, CPPO Director of Procurement DATE: January 19, 2021 SUBJECT: Approval of finding to waive competitive sealed bidding procedures for a Microsoft Corporation Pilot Program The Department of Procurement ("Procurement"), on behalf of the City of Miami ("City"), respectfully requests your approval and action of the Miami City Commission by a 4J5ths affirmative vote, after an advertised public hearing ratifying, approving, and confirming the Chief Procurement Officer's recommendation, and finding that competitive sealed bidding methods are not practicable or advantageous to the City of Miami ("Cify"), pursuant to Section 18-85(a) of the Code of the City of Miami; waiving the requirements for said procedures, authorizing the City Manager to enter into a one (1) year pilot program ("Pilot Program") with the Microsoft Corporation ("Microsoft") for the use of Microsoft environmental data gathering Project Eclipse prototype sensors on City -owned properties, rights -of -way, and facilities to be designated by the City. at no costs to the City. This Microsoft Pilot Program would utilize a research prototype sensing device to measure air quality, temperature, and humidity at City -designated and Cify-owned properties, rights -of -way, and facilities in order to provide raw data about the local environment in support of a variety of public health scenarios. Microsoft is to provide to the City all data and other information gathered from the Pilot Program, and the City Commission will determine whether such Pilot Program may be granted a one (1) year extension. In light of the above mentioned, and pursuant to Section 18-85, as amended, it is respectfully recommended that you, as the City Manager, waive competitive sealed bidding methods, via the written findings and reasons stated herein. Said waiver shall need to be ratified, confirmed, and approved by the City Commission, by a four -fifths (415ths) affirmative vote, during an advertised public hearing.
