HomeMy WebLinkAboutExhibitCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM Arthur Noriega V DATE: December 11, 2020 City Manager FROM: Annie Perez, CPPO, Director Department of Procurement SUBJECT: Approval of finding to waive competitive sealed bidding procedures for the renaming of the Miami Police College BACKGROUND: The City of Miami's Police Department respectfully requests your approval and action of the City of Miami Commission by a 4/5ths affirmative vote, after an advertised public hearing ratifying, approving and confirming the City Manager's recommendation, and finding that competitive bidding methods are not practicable or advantageous regarding the installation of new signage for the renaming of the City of Miami's Police College, currently referred to as the Miami Police College, located at 400 Northwest 2nd Avenue, Miami, Florida, the "Chief Clarence Dickson Police College". Chief Clarence Dickson was the first African American to attend the City's Police Training Academy and became a police officer in 1960. In 1985, he was appointed Miami Police Department's Chief of Police, a position he held with honor until his retirement in 1989. Chief Dickson became the City's first African American Chief of Police due to determination and exceptional work ethics. On May 23, 2019, the City adopted Resolution No. R-19-0213, authorizing the renaming of the City of Miami's Police Training Facility, currently referred to as the Miami Police College, the "Chief Clarence Dickson Police College" The Procurement Department ("Procurement") on April 30, 2020, issued Invitation for Quotation ("IFQ") No. 1230390. The IFQ closed on May 12, 2020 and one (1) bid was received. However, the Contractor bid the same price for all line items, even though all of the signs were different in size and specifications. The Contractor was asked to provide a breakdown and was unable to, and consequently IFQ 1230390 was cancelled. Procurement then issued IFQ No. 1234388 on May 14, 2020, it closed on May 27, 2020 and one (1) bid was received. After due diligence, the Contractor was found non -responsive because they failed to provide confirmation of site visit as stated in Section 2.3, Mandatory Site Visit. IFQ No. 1234388 was cancelled due to the one bid being deemed non -responsive. On June 1, 2020, IFQ No. 1239386 was issued and a pre -bid held on June 10, 2020. It was determined by Procurement to pause the IFQ No. 1239386 and contact the original pre -cast company, Gate PreCast ("Gate PreCast"). Gate PreCast advised that an erection company would need to provide a separate quote. This work is very difficult to price alone and there are not many qualified precast installers in the State of Florida. Due to the Covid- 19 pandemic, it was impossible to get a company to come down to Miami and provide quote. After several attempts with Gate PreCast, the City determined that is was in the City's best interest to tweak the scope of work and issue an IFQ through the City of Miami's BidSync Electronic Bidding System for sign makers only. IFQ 1271388 was issued and three (3) quotes were received that PR21039 did not require the erection of the concrete. After reviewing the renderings of the lowest Bidder, it was determined that it was not acceptable to the City. The Department respectfully requests such recommendation, finding, and authorization in order to proceed with executing an agreement with Mater Signa, LLC, in the amount of $49,920.31 to install new signage for the renaming of the Police College. RECOMMENDATION: In light of the above mentioned, and pursuant to Section 18-85, as amended, it is respectfully recommended that you, as the City Manager, waive competitive sealed bidding methods, via the written findings and reasons stated herein. Said waiver shall been to be ratified, confirmed, and approved by the City Commission, by a four -fifths (4/5ths) affirmative vote, during an advertised public hearing.
