HomeMy WebLinkAboutR-21-0013City of Miami Resolution R-21-0013 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 8488 Final Action Date: 1/14/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL MEASURES TO DEVELOP AND IMPLEMENT A VACCINATION PROCESS FOR ALL FIRST PHASE ELIGIBLE HOMEBOUND CITY OF MIAMI ("CITY") RESIDENTS IN ACCORDANCE WITH EXECUTIVE ORDER NO. 20-315; FURTHER DIRECTING THE CITY MANAGER TO ENSURE THAT, IN A MANNER CONSISTENT WITH STATE OF FLORIDA ("STATE") AND FEDERAL LAWS AND REGULATIONS (COLLECTIVELY, "LAWS"), THE ADMINISTRATION OF VACCINES BY THE CITY PRIORITIZES, FIRST AND FOREMOST, SENIOR CITIZENS LIVING WITHIN THE CITY'S LIMITS; FURTHER DIRECTING THE CITY MANAGER TO ENTER INTO DISCUSSIONS WITH THE STATE RELATING TO THE NUMBER AND FREQUENCY OF VACCINATIONS THAT MAY BE PROVIDED DIRECTLY TO CITY RESIDENTS OVER THE AGE OF SIXTY FIVE (65) IN THE AREAS OF THEIR GREATEST CONCENTRATION; DIRECTING THE CITY MANAGER TO PRIORITIZE, IN A MANNER CONSISTENT WITH THE LAWS, THE ADMINISTRATION OF VACCINES BY THE CITY TO ELIGIBLE CITY RESIDENTS AND ELIGIBLE CITY EMPLOYEES THAT LIVE OUTSIDE OF THE CITY'S LIMITS; DIRECTING THE CITY MANAGER TO COORDINATE WITH THE MAYOR OF MIAMI-DADE COUNTY FOR THE ESTABLISHMENT OF LARGE DRIVE -THROUGH VACCINATION ADMINISTRATION SITES WITHIN THE CITY, INCLUDING BUT NOT LIMITED TO THE MIAMI-DADE COUNTY AUDITORIUM, CHARLES HADLEY PARK, AND MIAMI MARINE STADIUM; FURTHER DIRECTING THE CITY MANAGER TO DEVELOP A PLAN, IN ACCORDANCE WITH EXECUTIVE ORDER NO. 20-315 AND OTHER LAWS, DETAILING THE CITY'S PROCEDURES FOR ADMINISTERING VACCINES PROVIDED TO THE CITY BY THE STATE, WITH SAID PLAN INCLUDING, BUT NOT LIMITED TO, PLANS FOR A DECENTRALIZED SYSTEM OF WALK UP SITES, THE DEPLOYMENT OF MOBILE UNITS TO LOW INCOME ELDERLY HOUSING PROJECTS, AND PLANS TO BRING THE VACCINES DIRECTLY TO AREAS AND FACILITIES WITH THE GREATEST CONCENTRATION OF SENIOR CITIZENS WITH SAID PLAN TO BE COMPLETED ON OR BEFORE TUESDAY, JANUARY 19, 2020; DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL STEPS TO SEEK THE RECOVERY FROM MIAMI-DADE COUNTY, THE STATE, AND THE FEDERAL GOVERNMENT OF ALL COSTS RELATED TO THE ADMINISTRATION OF VACCINES; FURTHER DIRECTING THE CITY MANAGER TO IMPLEMENT ADDITIONAL VACCINATION PROCESSES TO PROVIDE VACCINATIONS FOR ALL HOMEBOUND CITY RESIDENTS MADE ELIGIBLE BY SUBSEQUENT EMERGENCY ORDERS. Suarez, Commissioner Alex Diaz de la Portilla, Commissioner Ken Russell, Commissioner Joe Carollo, Commissioner Manolo Reyes, Commissioner Jeffrey Watson City of Miami Page 1 of 3 File ID: 8488 (Revision:) Printed On: 5/15/2025 File ID: 8488 Enactment Number: R-21-0013 WHEREAS, on December 23, 2020, Florida Governor Ron DeSantis ("Governor") issued Executive Order No. 20-315 providing that during the present phase of vaccine administration, all providers administering any Novel Coronavirus ("COVID-19") vaccine shall only vaccinate the following populations • Long-term care facility residents and staff; • Persons sixty five (65) years of age and older; and • Health care personnel with direct patient contact; and WHEREAS, the City of Miami ("City"), through the Fire -Rescue Department ("Fire - Rescue"), is a provider of the COVID-19 vaccine and is in the process of administering vaccines to those individuals who are qualified during this phase in accordance with Emergency Order No. 20-315; and WHEREAS, the Miami City Commission desires to ensure, in a manner consistent with state and federal laws, rules, and regulations, that the administration of vaccines by the City prioritizes, first and foremost, senior citizens living within the City's limits; and WHEREAS, it is recognized that upon the completion of the current phase of the vaccine administration, the Governor will authorize the administration of vaccines to additional persons in subsequent phases; and WHEREAS, there are numerous individuals in the City who are homebound and do not live in congregate facilities but rather live in their own homes and are unable to go to a designated vaccination site; and WHEREAS, during the initial period of the COVID-19 pandemic in the City, Fire -Rescue developed a particularly effective homebound COVID-19 testing program whereby Fire -Rescue personnel went to the homes of those homebound individuals who were unable to go to testing facilities; and WHEREAS, the City Commission finds that it is the best interest of the health, safety, and welfare of the residents and visitors of the City for the City Manager to develop a plan to provide vaccinations to eligible homebound City residents in accordance with Emergency Order No. 20-315 and subsequent amendments and phases; and WHEREAS, pursuant to Section 2-33(f) of the Code of the City of Miami, Florida, as amended, the City Commission deems this Resolution to be of an emergency nature; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to take any and all measures to develop and implement a vaccination process for all first phase eligible homebound City residents in accordance with Executive Order No. 20-315. Section 3. The City Manager is directed to ensure that, in a manner consistent with State of Florida ("State") and federal laws and regulations (collectively, "Laws"), the City of Miami Page 2 of 3 File ID: 8488 (Revision:) Printed on: 5/15/2025 File ID: 8488 Enactment Number: R-21-0013 administration of vaccines by the City prioritizes, first and foremost, eligible senior citizens living within the City's limits. Section 4. The City Manager is directed to enter into discussions with the State relating to the number and frequency of vaccinations that may be provided directly to City residents over the age of sixty five (65) in the areas of their greatest concentration. Section 5. The City Manager is directed to prioritize, in a manner consistent with the Laws, the administration of vaccines by the City to eligible City residents and eligible City employees that live outside of the City's limits. Section 6. The City Manager is directed to coordinate with the Mayor of Miami -Dade County for the establishment of large drive -through vaccination administration sites within the City, including but not limited to, the Miami -Dade County Auditorium, Charles Hadley Park, and Miami Marine Stadium. Section 7. The City Manager is directed to develop a plan, in accordance with Executive Order No. 20-315 and the Laws, detailing the City's procedures for administering vaccines that will be provided to the City by the State with said plan including, but not limited to, plans for a decentralized system of walk up sites, the deployment of mobile units to low income elderly housing projects, and plans to bring the vaccines directly to areas and facilities with the greatest concentration of senior citizen with said plan to be completed on or before Tuesday, January 19, 2020. Section 8. The City Manager is further directed to take any and all necessary steps to seek the recovery of all costs and expenses incurred while implementing the process from Miami -Dade County, the State, and the federal government. Section 9. In the event that Executive Order No. 20-315 is amended or the Governor issues additional Executive Orders to implement additional phases of the administration of vaccines, the City Manager is directed to implement additional vaccination processes to provide vaccinations for all homebound City residents made eligible by the subsequent Emergency Orders. Section 10. This Resolution shall become effective immediately upon its adoption.
