Subject: Establish Special Revenue - BJA FY 20 Crime Gun Intelligence Centers
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled: "BJA FY 20 Crime Gun Intelligence Centers," and
authorizing the City Manager to accept a grant award from the U.S. Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance in the amount of
$653,762.00, with no City match required, to provide funding for the implementation of a
comprehensive digital evidence platform for gun crimes, personnel and other associated
costs; further authorizing the City Manager to designate the Chief of Police to execute
any and all documents, in a form acceptable to the City Attorney, in order to implement
the acceptance and administration of said Grant.
Background of Item:
The City of Miami ("City") has been awarded a grant from the United States Department
of Justice, Office of Justice Programs, Bureau of Justice Assistance ("DOJ") in the
amount of six hundred and fifty-three thousand, seven hundred and sixty-two dollars
($653,762.00) ("Grant") to support the operation of the Miami Police Department's
newly formed Crime Gun Intelligence Detail ("Detail") that houses the National
Integrated Ballistics Information Network (NIBIN). The City will serve as the
implementing agency and partner with local and federal criminal justice agencies, as
well as community and academic groups through cooperative agreements in an effort to
target gun violence. The Detail's results will improve the police department's ability to
increase crime clearance rates for the safety of residents, businesses and visitors within
the City.
The grant funding period is from October 1, 2020, through September 30, 2023. This
award does not require any local match.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "BJA FY 20 CRIME
GUN INTELLIGENCE CENTERS"; ACCEPTING AND APPROPRIATING FUNDS IN
THE AMOUNT OF $653,762.00 CONSISTING OF A GRANT AWARD FROM THE
UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS,
BUREAU OF JUSTICE ASSISTANCE WITH NO MATCH REQUIRED TO PROVIDE
FOR THE IMPLEMENTATION OF A COMPREHENSIVE DIGITAL EVIDENCE
PLATFORM FOR INVESTIGATIONS OF CRIMES INVOLVING GUNS AND OTHER
ASSOCIATED COSTS BY THE CITY OF MIAMI'S POLICE DEPARTMENT;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM; FURTHER AUTHORIZING THE CITY
MANAGER TO DESIGNATE THE CHIEF OF POLICE TO NEGOTIATE AND
EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS IN ORDER TO
IMPLEMENT THE ACCEPTANCE, ADMINISTRATION, AND COMPLIANCE OF SAID
GRANT AWARD, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY.
WHEREAS, the City of Miami ("City") has been awarded a grant by the United States
Department of Justice, Office of Justice Programs, Bureau of Justice Assistance ("DOJ") in the
amount of six hundred fifty-three thousand, seven hundred sixty-two dollars ($653,762.00) to
support the operation of the City's Police Department's ("MPD") newly established Crime Gun
Intelligence Detail ("Detail") which maintains a National Integrated Ballistics Information Network
("NIBIN") database ("Grant"); and
WHEREAS, the purpose of the Grant is to support local jurisdictions' capacities to
partner with the Bureau of Alcohol, Tobacco, Firearms and Explosives to utilize criminal
intelligence, technology, and increase community engagements with an objective to swiftly
identify firearms used unlawfully and effectively prosecute perpetrators engaged in violent
crimes; and
WHEREAS, MPD will serve as the local implementing agency of the NIBIN database
and partner with other regional municipal, state, and federal law enforcement agencies, as well
as community and academic groups, through cooperative agreements in an effort to reduce
violence and enhance investigations of criminal incidents involving firearms; and
WHEREAS, the Grant will be used by the Detail to implement measures to utilize gun
crime intelligence, provide support for training costs, personnel, and purchase of a digital
platform to assist in the tracking of NIBIN cases; and
WHEREAS, the Detail's objective is intended to improve MPD's ability to achieve higher
crime clearance rates and increase the safety of residents, businesses, and visitors of the City;
and
WHEREAS, the covering period for the Grant is October 1, 2020 to September 30,
2023; and
WHEREAS, there are no matching funds required for the Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources
are appropriated as described below:

APPROPRIATION: Improve Operations of the Detail

Section 3. The City Manager is authorized' to execute the Grant award agreement
with the DOJ, in substantially the attached form, for the purposes stated therein.
Section 4. The City Manager is further authorized1 to designate the Chief of Police
to negotiate and execute any and all other necessary documents for the acceptance,
administration, and compliance of the Grant, all in forms acceptable to the City Attorney.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed including, but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
