Subject: Establish Special Revenue - Speed/Aggressive Driving Enforcement
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled: "FY 2021 Speed/Aggressive Driving Enforcement
Saturation Patrol Project," authorizing the City Manager to accept a grant award, in
substantially the attached form, from the Florida Department of Transportation and
appropriating funds in the amount of $232,500.00 for the Miami Police Department, to
provide funding for speed/aggressive driving deterrence; further authorizing the City
Manager to designate the Chief of Police, or his designee, to execute any and all other
necessary documents, in a form acceptable to the City Attorney, in order to implement
the acceptance and administration of said grant award. This award does not require any
local match.
Background of Item:
The City of Miami ("City") submitted a grant application to the Florida Department of
Transportation ("FDOT") to fund highway safety. The City received notification that said
application was approved for funding in an amount not to exceed $232,500.00 for
personnel services and other expenses. The implementation of this project's cost will
be allocated towards personnel services which will cover overtime salaries and benefits
to include FICA and FLSA and the purchase of speed measurement devices. Funds
from this grant will be used to continue the City's effort to decrease speed/aggressive
traffic incidents, as well as, increase high visibility police presence to reduce serious
vehicular fatalities in the City to enhance the Miami Police Department's enforcement
efforts and deterrence capabilities. The covering period for this grant is October 1, 2020
to September 30, 2021.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FY 2021
SPEED/AGGRESSIVE DRIVING ENFORCEMENT SATURATION PATROL
PROJECT"; AUTHORIZING THE CITY MANAGER TO ACCEPT AND EXECUTE A
GRANT AWARD AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM,
BETWEEN THE FLORIDA DEPARTMENT OF TRANSPORTATION AND THE CITY
OF MIAMI ("CITY") APPROPRIATING GRANT FUNDS IN THE AMOUNT OF
$232,500.00 TO THE MIAMI POLICE DEPARTMENT, WITH NO CITY MATCH
REQUIRED, TO PROVIDE FOR RESOURCES TO DETER SPEED AND
AGGRESSIVE DRIVING IN THE CITY ("GRANT"); FURTHER AUTHORIZING THE
CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE, OR HIS DESIGNEE, TO
NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE
ACCEPTANCE, ADMINISTRATION, AND COMPLIANCE WITH THE GRANT.
WHEREAS, the City of Miami ("City") submitted a grant application to the Florida
Department of Transportation ("FDOT") to fund the Miami Police Department's ("MPD") efforts in
preventing motor vehicle collisions and increasing driver safety throughout the City; and
WHEREAS, the City received notification that said application was approved and MPD
was awarded funds in an amount not to exceed $232,500.00 for personnel services and other
expenses ("Grant"); and
WHEREAS, the Grant will be used to continue the City's efforts to decrease speed and
aggressive driving incidents and provide for the high visibility presence of MPD officers to
reduce serious vehicular fatalities in the City ("Project"); and
WHEREAS, the implementation of the Project's cost will be allocated towards personnel
services which will cover overtime salaries and benefits including Federal Insurance
Contributions Act ("FICA") and Fair Labor Standards Act ("FLSA") expenses as well as the
purchase of speed measurement devices; and
WHEREAS, the period for this Grant award begins on October 1, 2020 and ends
September 30, 2021; and
WHEREAS, no matching funds are required from the City pursuant to the terms of the
Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: FY 2021 Speed/Aggressive Driving Enforcement
Saturation Patrol Project
RESOURCES: FDOT $232,500.00
APPROPRIATIONS: Highway Safety $232,500.00
Section 3. The City Manager is authorized' to accept the Grant and to execute the
Grant award agreement, in substantially the attached form, to fund the Project.
Section 4. The City Manager is further authorized' to designate the Chief of Police, or
his designee, to negotiate and execute any and all other necessary documents, all in forms
acceptable to the City Attorney, to accept the Grant and implement measures for the
administration and compliance of the Grant.
Section 5. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and City
Code provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City of Miami Commission.
