A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "BJA FY 20
BODY -WORN CAMERA POLICY AND IMPLEMENTATION PROGRAM TO
SUPPORT LAW ENFORCEMENT AGENCIES"; ACCEPTING AND
APPROPRIATING FUNDS IN THE AMOUNT OF $392,281.00 CONSISTING OF
A GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF JUSTICE,
OFFICE JUSTICE PROGRAMS, BUREAU OF JUSTICE ASSISTANCE FOR A
THREE YEAR PERIOD; ALLOCATING IN -KIND MATCHING FUNDS
ANNUALLY IN AN AMOUNT NOT TO EXCEED $63,432.00 FOR THE FIRST
YEAR AND $167,356.00 FOR THE FOLLOWING TWO (2) YEARS, FOR A
TOTAL OF $398,144.00, TO PROVIDE FOR THE EXPANSION OF THE MIAMI
POLICE DEPARTMENT'S BODY -WORN CAMERA PROGRAM AND
ADDITIONAL EQUIPMENT FOR A CUMULATIVE PROJECT TOTAL OF
$790,425.00; AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT
AWARD, IN SUBSTANTIALLY THE ATTACHED FORM; FURTHER
AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE
TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY
DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN
ORDER TO IMPLEMENT THE ACCEPTANCE, ADMINISTRATION, AND
COMPLIANCE OF SAID GRANT AWARD.
WHEREAS, the City of Miami ("City") submitted a grant application to the United States
Department of Justice, Office of Justice Programs, Bureau of Justice Assistance ("DOJ") to
support the implementation and expansion of the Miami Police Department's ("MPD") body -
worn camera program ("Program"); and
WHEREAS, the City received notification from the DOJ awarding a grant in the amount
of three hundred ninety-two thousand, two hundred eighty-one dollars ($392,281.00) for a three
(3) year period to support improvements to the Program ("Grant"); and
WHEREAS, the Grant is intended to assist law enforcement agencies to develop,
implement, and expand body -worn camera programs supporting agencies' comprehensive
problem -solving approach to enhance police community encounters and safety while building
the public's trust; and
WHEREAS, MPD will use the Grant to improve the daily operations of the Body Worn
Camera Detail, attend trainings, purchase and deploy additional body worn cameras and
hardware, issue additional equipment to sworn and unsworn personnel, maintain MPD
performance measures, and improve data management practiced for digital evidence media for
use in prosecution of criminal cases, investigations into allegations of officer misconduct, and
compliance with public records requests; and

WHEREAS, as a condition of the Grant, the City is required to provide in -kind matching
funds in an amount not to exceed $63,432.00 for the first year of and $167,356.00 for the
following two (2) years, for a total of $398,144.00; and
WHEREAS, the cumulative total for the Program is $790,425.00; and
WHEREAS, the covering period for the Grant is October 1, 2020 to September 30, 2023;
and
WHEREAS, it is appropriate for the City Manager to accept the Grant, establish a new
Special Revenue Project for the appropriation of the Grant, and execute the grant award
agreement ("Agreement"), in substantially the attached form, to accomplish the stated purposes;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

Section 3. The City Manager is authorized' to accept the Grant and to execute the
Agreement, in substantially the attached form, for the purposes stated therein.
Section 4. The City Manager is further authorized to designate the Chief of Police to
negotiate and execute any and all other necessary documents, all in forms acceptable to the
City Attorney, in order to implement the acceptance, administration, and compliance of the
Grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
