I strongly support the efforts of our Commissioner, Joe Carollo to stop the
out of control cut -through traffic in our neighborhood by requesting that the
County accept the proposal to close key cut through points. My street SW
23rd Terrace is inundated with vehicles going 60+ MPH on our short little
streets in both morning and evening rush hours. God help the children and
pets that amble into the streets during those timeframes. Please hear us
on this!

100% object to reimplementing the scooter program. Scooter Users are not
respectful of pedestrians and have been the cause of numerous accidents
and injuries to those walking on sidewalks. Scooter Users do not stop to
check on the those they injure and local Miami police do not enforce the
rules for those who use the scooter program. It's a free for all. In addition,
the scooters visually pollute and downgrade the downtown Miami and
Brickell areas.

As a resident of the silver bluff area and father of two children that walk its
streets every day I want to express that the amount of traffic that cuts
through the area in order to get to US1 and 22nd ave is extreme. With the
pandemic it has lowered of course, but still the speeding and amount of
traffic in the area is not correspondent to that of a residential area. The
situation is unsafe, and the proposal should be taken into action as has
been discussed with commissioner Carollo. The city should take all actions
necessary to ensure the safety and welfare of its citizens, and this issue to
me and my neighbors has become a danger to us, and our children.

As residents of Silver Bluff for 20 years, our family has witnessed a steady
increase in dangerous traffic volume and speed. Both East and West of
DI. 3 17th Avenue, traffic results in life -safety issues, prohibiting walking/biking,
8299 lowers home values, and degrades quality of life in our historic Miami
Disc neighborhood. Traffic volume exceeds both City and County livability
ussi standards and leads to excessive accidents including a history of multiple
on - rollovers. Police data show that over 80% of traffic volume is cut -through
Silve (non-residents using local streets to avoid US1 and Coral Way). County
r officials have refused to implement safety measures in Silver Bluff to insure
Bluff the livability of local residential streets, yet approve street closures/traffic
Traffi diversion in other areas throughout the County. It is past time for our City
c government to implement street closures and use of chicanes to protect
Issu residents from dangerous/reckless drivers who abuse our historic

Being a resident of Miami since 1955, growing up in a house built in 1924,
it is a shame that over the decades most of the interesting older historic
buildings in the area have be demolished. The Dade Heritage Trust building
is a unique structure left in Miami. It has survided dozens of hurricanes
sitting in its present location. Moving it will be very costly and remove it
from where it should be as Dr. Jackson had intended. The lot it sits on is
very small and nohting could be built on it that will benefit the
nieghborhood. There is a simailar though larger lot one block away that is
zoned for 21 stories, htough the developers had asked for permission to
built 42, they were denied and the lot sits empy as 21 stories will not so a
profit. Let Commisoner Carollo buy that lot and build LEAVE the only
Historic House in the rickell area alone already. My wife and I live right
next door to it, it is a pleasure to see it everytime we take a walk and
listen to the birds in the trees. Do you want to deprive the area of the
ONLY place with real trees, shrubery and a little it of nature? Other cities
have done a much better job of leaving places such as these standing, like
most of europe!! Thank you very much for taking the time to read my

Commissioners, Commissioners, Please approve the long-term lease for

4 community. For purely financial reasons Continuing DHT's role at the

Bid site has little value for development because of its size and configuration.

Dear Commissioner. You know that old house. It has been there more than
100 years, through storms and the constant onslaught of rain and sun. But
so what? Those 100 years don't mean anything. The fact that it gave
shelter to long forgotten pioneers who worked to build our city, workers
who sacrificed their lives and limbs...who came there for solace and care.
Who were treated with primitive tools and potions by a doctor whose name
still rings with reverence and wonder today. Those workers still managed to
return to their work of building a railroad or streets or buildings which were
and are the foundations from which our fine city grew...but it means
nothing now. Just scrap it, move it , abandon it. And that little strip of land
it has clung to for some 100+ years, let's just cover it with concrete and let
random lumps of cold metal and plastic sit on it...or as one of our leaders
suggested, let's let dogs defecate on it. Just because thousands of people
asked you to save it...just because it is filled with the the history of the city
you have pledged to honor... just because there may be a few dollars to be
squeezed out of that little strip of land,,,just because those thousands of
people thought their request, through their votes, would be honored, let's
ignore all that. What is honor, what is a political promise? How silly of
those thousands of people to think their request to save this historically
significant little building would be honored. Perhaps, you, Commissioner,
will be the one who understands that even a political promise should be
kept. Honor that promise and leave the original Office and Surgery of Dr.
James M. Jackson right where it is; where it has been for over 100 years.
Keep your word to the people. Establish the lease to protect this building.

Dear Commissioners I have lived in Miami Beach for just over 20 years. In
that time, I have learned that our community not only does not know the
various facets of its history, it does not treasure its history. Constant
development (overdevelopment) works to obliterate much of the history of
one of the youngest communities in our nation. Please consider closely the
relationship with Dade Heritage Trust. This is an organization that has
worked steadfastly since its founding to preserve what is left, to share it
with community member, to educate young people. Dade Heritage Trust is
based in one of the few remaining structures in an area known as Brickell
Point. This small wooden building is overshadowed by the huge concrete
buildings that are coming to dominate our downtown skyline. Please do
your best to allow Dade Heritage Trust to continue to do its work
unimpeded. Please allow Dade Heritage Trust to remain in this historic
building in its present site so that the valuable history of our area can be
preserved. Please do not turn your back to Miami's rich history for such a

Dear Commissioners and City Manager, I am writing on behalf of
Downtown Little Haiti Stakeholders, the commercial property and business
owners' association along NE 2nd Avenue in Little Haiti, to strongly
SUPPORT Resolution CA.14 #8411 sponsored by Commissioner Watson.
It's no secret that kids in Little Haiti and similar communities in Miami have
been disproportionately affected by the Covid emergency. You may not
know however that while most of our kids live significantly below AMI, and
many speak English as a second or third language, over 95% of seniors
graduate high school, and over 75% have been accepted into college. In
little over 6 years, at least 70 LHFC boys and girls have received
scholarships for advanced studies. This is remarkable proof that LHFC is an
overwhelming net benefit for Little Haiti, District 5 and the City of Miami.
LHFC was founded by educators as a nonprofit organization for at -risk
youth from Little Haiti and surrounding communities. Unlike almost all
Florida soccer programs that are pay -to -play, LHFC is completely free. All
board members are volunteers and receive no remuneration, with all
funding going directly to professional coaching, equipment, uniforms,
registrations, tournament fees, tutoring, the kids' basic needs, and
additional costs of the program. LHFC does not receive any funding from
the City of Miami or Miami -Dade County, relying only on donations by
local stakeholders. The program does not have thousands of dollars every
month to pay Park fees, and the kids don't have hundreds of dollars every
month to pay -to -play with another soccer program. Please approve this
Resolution today, and ask the City Manager to waive the Park Fees and
allow LHFC to store some equipment onsite if possible. Thank you very

Dear commissioners, I strongly support you approve PH.4 — long-term
lease for Dade Heritage Trust at 190 SE 12th Terrace. As president of Dade
Heritage Trust from 2013 to 2015, I worked hard with the City of Miami to
get a long term lease at Dr. Jackson's Office. DHT saved the property in
the 1970's and worked hard to improve the building and the surrounding
neighborhood for years. We needed a long term lease on the property to
give us surety of our continued investment in the property and the ability to
apply for grants. We worked with Mayor Regalado extensively on this, with
his support. The final hurdle was to get voter approval, which we worked
hard to accomplish and achieved in 2016. After the referendum, I was told
by Robin Jones -Jackson from the City of Miami Attorney's office that they
were preparing the long-term lease for us to sign shortly. Unfortunately,
this is 4 years later, but very happy that it is getting completed. As part of
a family that has invested in Miami since 1965 and continues to invest
downtown, preserving our history and giving our citizens a sense of
community is vital. Dr. Jackson's office serves an anchor for Brickell
residents, and I look forward to seeing it there for many more years to
come.

Do away with the scooters. They are nothing but annoying. They take up
the sidewalks, people don't know how to drive them at all and they think
they have priority over a pedestrian. Can't even count the number of times
I have almost gotten hit walking on the sidewalks. My frenchie has a thing
to jump after bikes and scooters so it is even hard to walk on a sidewalk
where a scooter could be ridden. You never know when they are coming by
and they go by fast.

Hi my name is Jackeline Rivera I Live at 2242 SW 16th Ave I've been
living in this neighborhood for 5 years and have seen an increase of traffic
on our street by cars that do not obey the speed limit and the stop signs.
Our community is full of families and a lot of children. It's been hazardous
in the rush hours when walking with our kids. The community is constantly
having to be extra weary when walking in our own neighborhood knowing
the threat of people that do not obey the laws and are rushing home or to
work by cutting through out streets. I personally have witnessed a car not
wanting to stop when I was already crossing the street with my newborn
infant on an occasion and have seen a drunk driver do a hit and run at
broad daylight when families were walking their kids and dogs. We've
elected you to protect our streets and expect that you take us seriously
and protect us.
I am completely against selling off the property that houses the Dade
Historic Trust. It's unconscionable to think that a very small handful of
commissioners feel that this property would serve a better use than
preserving what little history we have left in Miami. The DHT serves the
community and visitors alike and is part of the fabric of our rapidly
disappearing community. The site is very small and could not be developed
to any higher and best use than what it is currently. It's equally disgusting
that the remaining commissioners have blindly gone along with the
scandalous and draconian policies introduced by the aforementioned small
cabal of commissioners who are bent on punishing those who contribute
positively to our city. If you don't know who I'm referring to then you
obviously haven't been paying attention.

I am in full support of vehicular restrictions in Silver Bluffs do to the
following reasons: - Trident Engineering report summarized traffic as
unrealistically high delays (not sustainable) if no East West mitigation is
built. - East West traffic volumes far exceed Miami -Dade County volume
thresholds - City of Miami Police Traffic citation data proves that the vast
majority of cars traveling through Silver Bluffs residential streets are NOT
Silver Bluff residents - City of Miami Resolution R-19-0252 states these
conditions create "life safety" risks - Silver Bluff HOA Resolution Dated
2.14.2020 supports the City Plans and City Resolution R-19-0252 for East
West Mitigation - I have 3 young children and listened to the public
commitment that traffic mitigation construction would commence in June of
2018. I then pulled a Building Permit and invested to expand my Home
based on that commitment. Then County Commissioner Eileen Higgins got
elected and told Silver Bluff Home Owners Association to get in line to be
unsatisfied and several other insulting statements. She then was
interviewed regarding her presentation by the Miami Herald and stated she
told us the "Truth". - This is Miami and Your-ami,... as my 3 year old told
me. WE are the Miami of Miami -Dade. Please protect our citizens and
neighborhoods. Thank you!
I am opposed to the selling of the land that currently holds the historic
home of Dr. Jackson, housing the offices, exhibition space and educational
programs conducted by Dade Heritage Trust. Public land that benefits the
residents by weaving our past, present and future together is a priority
under the tenuous conditions we see in our country. I am increasingly
concerned about the City's habit of pursuing no -bid projects in the pursuit
of monetizing valuable public land without a master plan that we the
people have considered, deliberated and consented to. Please stop this
short-term, quick return, project -seeking strategy to stem the red -ink from
COVID19 response and initiate a thoughtful, proactive strategic plan from
staff that involves residents in planning for Miami's present and future
priorities.

I am writing in support of Commissioner Carollo's request for doing full or
partial vehicle restrictions to stop out of control traffic from outside
commuters. The traffic is unbearable and a danger to our neighborhoods.
Large trucks and speeding vehicles are a constant on our streets. Fearful
every time I back out of my driveway. Disappointed that I'm unable to
attend the meeting today, wanted to send my support. I truly appreciate
your consideration on this issue.
I am writing to express my 100% support for extending the Dade Heritage
Trust's lease at the current Brickell location.
I am writing to you in order to preserve the DHT building in Downtown
Miami. There are very few old buildings left. Just as the Art Deco District is
the most valuable asset of Miami Beach, having a few old buildings
downtown will certainly prove to be a tourist attraction. It is important that
we cherish and value our past. There are very few buildings left to show
proudly that Miami is an old established town with a bright future. I trust
that each one of you understand the importance of having unique buildings
among the monotonous modern skyscrapers. Thank you very much.

I have resided at this address for twenty-five years, and have experienced
all of the growth that would be expected in this area. But the local traffic is
beyond a reasonable increase, and has impacted all of the residents here.
Local officials have agreed with residents here that it is a significant
problem, after studies and observations that have been conducted over the
years, and it continues to get worse. There have been times that getting
out of my driveway is even difficult, and SW 16th Avenue is not a thruway,
it is a residential road. This addressable problem impacts the residents
heavily, in what otherwise is an idyllic, established neighborhood. It is past
time to provide a solution to a quality -of -life issue that is only going to get
worse with time.
I live a block away from Dade Heritage Trust's headquarters. It's one of the
few reminders left in Brickell of the old Miami. It's a disgrace that the City
Commission is considering selling this tiny plot of land and moving the
building to an unidentified location. The City Commission should stop the
political games, listen to the voters and execute a long-term lease with
DHT for their building.

I live on 16th Ave, on the corner of 23rd St. 16th Ave being one of the
main direct cut through streets from Coral Way that is up for discussion
during this meeting. I can personally attest to the unbelievable volume of
cars that travel down this street on a daily basis. Many of them well above
the speed limit with no regard for the stop signs that are on my corner. I
work from home and sit by the window watching hundreds of cars fly by
every day. I have an almost 3 year old son, who is becoming more and
more active by the day, and another baby on the way. I've had multiple
close calls with cars coming cutting down the street not paying attention
and with no curbs around my house I am waiting for the day one of them
drives through my yard and hope my family isn't out there to witness it.
Every time my son rides his bike down the sidewalk I fear the worst. Just
this past weekend we were outside with our neighbors from down the
street and our sons were playing, chasing each other, doing what kids do
but with one car flying past after another I have to be on constant high
alert. One of them buzzed just past us on the edge of the yard at a high
rate of speed. It's not safe. I do not see how closing off some of these
smaller roads to force people to take the main thoroughfares like 17th or
3rd will cause much disturbance with the traffic flow and it shouldn't add
more than a few seconds to commuter's trips but it might save a life at
some point. This neighborhood deserves these road closures, especially
16th Ave being such a short and direct cut through from 22nd St to US 1,
and convenient with a light at the end, which is uncommon for any road
accept the major through roads. This is likely one of the highest volume
street in Silver Bluff for those reasons. This is a family neighborhood with
lots of kids around and the this traffic problem on this street is increasingly
getting worse and the drivers are just getting more careless. I've only lived
here for two years and I really like this area of Miami, I would like to call
this home for a long period of time but I can't see myself of my wife living
with this fear and constant anxiety when out walking around our house.

I respectfully request that the Miami City Commission reject this ordinance
change to convert the existing motorized scooter pilot program to a
permanent program and the commission should remove the scooter
menace from the Downtown/Brickell community. I am a proud Brickell
resident and homeowner. A majority of Brickell residents and I do not
approve of the scooters and want them permanently removed. They are
visual blight on our streets, a safety hazard to pedestrians, are used
irresponsibly and block access to the sidewalks. Any benefit they provide is
far outweighed by the detrimental effects on the quality of life of the
Brickell residents. The scooter program is an absolute failure and must be
discontinued entirely.

advocate, and protector of this city's rich history, and I can think of no

good care of this property throughout the years. It deserves to stay there!
It is imperative that the city commission honor the commitment they made
to the voters regarding on this issue. DHT was been an excellent steward
of this historically significant landmark. They have maintained the
structure, and upgraded any portions that needed replacement. Their
emphasis on education for all ages is exemplary. The current location is
ideal for their mission regarding Miami's history and preservation of it. This
is one of the last areas where the public, natives and tourists, can

My comment is for DI.3 8299. Please do all the necessary steps to stop
the cut -through traffic.I have lived on SW 23rd Street between 14th and
16th avenues since 1984. I have seen the traffic in the last 4 years become
a nightmare in such a way that I am afraid to take my grandson for a walk
after 4pm. There's cut -though traffic going East on 23 Street from 7:30 am
through 9:30 am then going West from 4:00 pm to 7:00 pm. What I mean
by cut through traffice I mean an average of 3000 cars a day. This has to
be addressed and a positive result to stop this cut -through traffic is what we
want our representatives to help us accomplish. Thank you.

Since their founding in 1972, Dade Heritage Trust (DHT) has been the
leading and largest advocate of preserving Miami-Dade's architectural,
environmental and cultural heritage. A prime example of their work is their
own home, the historic office of Dr. James Jackson at 190 SE 12th
Terrace, which has been their home since 1976. However, this historically
designated building is now in danger of being moved and the property sold
to developers. DHT, a non-profit organization, has been an invaluable
steward of the building and its history since they restored it and made it
their headquarters 44 years ago. They have lovingly maintained the
building at an average cost of $30,000 per year and have provided all
upkeep and insurance. Nevertheless, the building is owned by the City of
PH. Miami, and DHT has been the city's tenant on a month -to -month basis. In
4 2016, Miami voters approved a charter amendment, 55 to 45 for the City
7611 of Miami to enter into a long-term lease, which would provide a stationary
Bid place for DHT to accomplish its mission. The Miami City Commission has
Waiv ignored that vote over the past four years, and now is exploring going
er - directly against the wish of the voters, to sell the land to a private
Dad developer. That may provide a short-term cash gain to the city. But the
e substantial costs for the relocation, for fixing any damage that the 115-
Herit year -old building would sustain in the move, providing utilities at a new
age site, and future on -going maintenance would negatively impact that gain.
Trust The building is an iconic symbol of Miami's history and the Brickell
neighborhood's pre -high-rise redevelopment. DHT provides many
Inc. community enhancing programs from this headquarters building including
presenting original exhibits, school tours all the while serving as a visitor
center that is accessible to the thousands of Brickell area residents,
workers, and tourist, as well as providing walking and bike tours of the
area. Over the years, the number of people they have reached with their
public programming has grown exponentially. With an eye towards the
future, they have long-term plans for additional community and educational
programs that showcase this jewel of our city's history. DHT's advocacy
program has assisted with the rescue, restoration and adaptive reuse of
many historic venues in Miami and throughout the county. It is imperative
that the Trust retains their home in Brickell as a symbol of the organization
mission.

improve micro -mobility in downtown Miami. Instead, it's produced
significant problems with underage riding, pedestrian and vehicular danger,
and immense clutter that worsens, not improves, the life of downtown
residents. After the events of Christmas evening at Bayside (including two
shootings), one could even argue that the congregation of scooters has at
least coincided with worsened crime in our area. If the Miami Scooter Pilot
Program in downtown was a test, from my perspective it's been a failure in
the following aspects: • Underage Riding: In the Feb 13 City Commission
meeting, Mr. Russell admitted that the pilot vendors had failed to provide
adequate education/enforcement regarding underage riding. In that
meeting, Mr. Diaz de la Portilla was quite clear that a $100 fine was
inadequate for this offense, and that to consider even extending the pilot,
he wanted the fine to be $250 to both the vendors AND the riders. Neither
education or enforcement has been improved —if the vendors can't
demonstrate this during the pilot, the City has ZERO chance of have
adequate education/enforcement once an ordinance is approved. •
Sidewalk Clutter: A Vizcayne resident recently counted the scooters in a
one -block radius of our building: 447! This is close to 20% of the ENTIRE
number of scooters allowed in the pilot program since the restart. The
City's guidelines require that scooters not block crosswalks, valet parking,
or building entrances —our staff spends an inordinate amount of time
moving scooters abandoned inconsiderately from exactly these locations.
Geofencing and corrals simply have not worked. Either the number of
scooters needs to be vastly reduced, OR the locations where they can be
set up or turned off needs to be much better controlled. Again, if this is
how vendors behave during a pilot, what will it be like upon approval? It's
naive to assume it will improve. • Pedestrian/Vehicular Safety: In the Feb
13 meeting, Mr. Reyes expressed grave concerns about the safety both of
pedestrians and the riders themselves, citing residents' descriptions of near
misses on our sidewalks, concerns of and for the elderly, and the tens of
thousands of head injuries reported across the nation. The Pilot Program
allows scooters at 7mph on the sidewalks —nearly any downtown resident
can relate an incident of a near -miss with a speeding scooter. Moreover,
Biscayne Boulevard is an eight -lane highway, and there are always
scooters in the traffic, disobeying traffic signals and blowing through
crosswalks. Hundreds of scooters positioned outside Bayside, along the
large highway that is Biscayne Boulevard, is a true danger to the riders, the
drivers, and the pedestrians, and a serious accident is certain to occur. •
Adverse Incentives: The City of Miami apparently views this as a revenue -
generating opportunity. At the current rate of $50,000 per vendor and $1
scooter/day, of course the vendors are "flooding the zone" and creating
headaches for downtown residents. What is the added cost to MPA and
MPD of enforcement? And of course, private entities such as ours are
paying the cost to tidy up abandoned scooters on a daily basis, essentially
subsidizing an ill -designed pilot. I would respectfully suggest that the City
Commission consider curtailing, or at least radically redesigning, the Miami
Scooter Pilot Program. If the program is extended/redesigned, the input of

scooters needs to be solicited at a public hearing. In no way do I believe
that the use of scooters in downtown Miami is ready for an ordinance
making them permanent. There are simply too many problems that the
pilot program has made clear and failed to address.
The current location of the DHT is critical to understanding how Miamians
lives were historically linked to the water. This is the singular edifice, close
to the bay, conveying any history of early Miami and this relationship.
Miami has so little left of its heritage that many visitors have trouble
finding any history. Don't erase the last of what Miami was by claiming that
moving this biulding would be better for everyone. It most certainly would
not be better. As a 3 yr. resident of FL I find it disheartening how easily
other newcomers disparage what was here and move to eliminate it.
The scooter program should be suspended until the pandemic is controlled
in our city, meaning a higher percentage of vaccination have been
completed. The usage of scooters is a DIRECT way of spreading the virus.
Users infected with Covid-19 are spreading the virus all over Brickell
community including our buildings locate at 31 SE 5th Street. Thank you

The scooters are dangerous to pedestrians, used by underage youth and
the amount of money they bring into the city is not worth the eyesore,
inconvenience, and dangers to miami residents and visitors. End this
program. At the very least, make the businesses pay for the creation of
dedicated lanes (like bike lanes) that the scooters can use and implement
