The Property consists of an improved parcel of land composed of a platted lot ("Lot 4R"). See copy of survey for Lot 4R attached hereto as Exhibit B ("Survey"). For purposes of this analysis the "Property" and "Lot 4R" are one in the same and these terms may be used interchangeably herein. According to the Miami -Dade County Property Appraiser's Web -Page ("Property Appraiser") the Lot 4R is improved with a 1-story residential structure containing approximately 1610 adjusted square feet of living area. Also according to the Property Appraiser, the original structure of approximately 1,083 sq. ft. was constructed in 1939, with smaller additions added in 1974 and 1975. According to the Survey, Lot 4R has a frontage on S.W. 3`d Street of 60' and a depth of 107'. PZ-19-2831 03/13/20 Analysis of properties within 300 feet of Lot 4R. As stated above, to the immediate east o e Lot 4R is the West %2 of Lot 5R, which is jointly owned with Lot 4R. The West'/z of Lot 5R is designated T-6-O on the Zoning Map and has a land use designation of Restricted Commercial ("RC"). To the immediate east of the West 1/2 of Lot 5R is a parcel composed of the East %2 of Lot 5R, together with Lot 6R (together, the "East Parcel"). The East Parcel is also designated T6-8-O in the Zoning Map and has an RC land use designation. The East Parcel is currently owned by the same owner as Lot 4R and the West % of Lot 5R. Attached hereto as Exhibit F is an aerial photograph reflecting the lot configurations of Lot 4R, Lot 5R and Lot 6R. To the north of Lot 4R, across SW 3rd Street, are improved properties zoned T3-R and T4-L, with SFR and Medium Density Multi Family Residential ("MDMFR") land use designations, respectively. To the west of Lot 4R are improved properties zoned T3-R with an SFR land use designation, and to the south are improved properties zoned T3-R, with an SFR land use designation and T4- L properties with an RC land use designation. It is important to note that on the west side of Lejeune Road from approximately S.W. 2nd Street to S.W. 7th Street, all T6-8-O properties have a T4-L buffer between the T6-8-O properties and the T3-R to the west, with one exception. That exception is between Lot 4R and the West %2 of Lot 5R. Across Le Jeune Road to the east, all properties fronting on the avenue are zoned T6-8-O with RC land use designations. These properties consist of a 3-story, 27,831 sq. ft. office building constructed in 1998, a 2-story, 29,569 sq. ft. church built in 1950 and a smaller 2-story, 7,611 sq. ft. office building completed in 1999. Photographs of the buildings within the 300 foot radius of Lot 4R are attached hereto as Exhibits G-1, G-2 and G-3. Attached as Exhibit H is a copy of an aerial photograph reflecting the approximate years the properties were first improved. Analysis of properties within '/2 mile radius of Lot 4R. Attached as Exhibits I-1 and I-2 are copies of aerial photographs depicting the zoning and land use designations of properties within a 1/2 mile radius of Lot 4R (the "1/2 Mile Radius Aerial"). The northern tip of the t/2 Mile Radius Aerial extends to approximately N.W. 4th Street, while the southern tip extends to approximately Francisco J. The City municipal boundary extends south to S.W. 8th Street, beyo begins the City of Coral Gables. Likewise, the City boundaries extend east to approximate y S.W 39th Court and approximately 38th Court, beyond which lies the City of Coral Gables. The predominant feature within the %2 Mile Radius Aerial is Le Jeune Road, which lies 100 feet east of the Lot 4R. Le Jeune Road a 3-lane principal arterial highway providing access to Coral Gables, Miami International Airport and Hialeah. Within the City boundaries, with one notable exception, all properties fronting both on the east and west sides of Le Jeune Road are zoned T6-8-O and have a land use designation of RC. The one exception is the property on the S.W. corner of West Flagler Street and Le Jeune Road, an 8-acre parcel zoned Civic Institution ("CI") containing a 4-story office building housing the Miami offices of Florida Power and Light ("FPL"). South of West Flagler Street, west of the T6-8-O Le Jeune Road frontage is a strip of T4-L properties of varying depths acting as buffers between the T6-8-O Le Jeune frontage and the abutting T3-R properties, again, with the exception of the boundary between the West % of Lot 5 and Lot 4R, where no such buffer exists. South of West Flagler Street, on the east side of Lejeune Road, the T6-8-O frontage meets the T3-R properties with no apparent buffer. However, the T6-8-O strip is wider than the T6-8-O strip on the west side of Le Jeune Road. The majority of properties within the '/2 Mile Radius Aerial, with the exception of the T-6-80 and CI properties, are zoned T3-R or T3-O. These properties are made up mostly of single family homes from 1930's, 1940's and 1950's, with most lot -frontages in the 50 ft. to 60 ft. ranges. Attached as Exhibit J is a copy of the Y2 Mile Radius Aerial reflecting the approximate years the properties were first improved. Aside from the FPL office on the S.E corner of West Flagler Street and Le Jeune Road, the only other CI property within the Radius Map are Kinlock Park Elementary School and Kinloch Park Middle School, located at 4275 N.W. 1st Street and 340 N.W. 3rd Street, respectively. Justification for requested rezoning of Lot 4R from T3-R to T4-L. The requested rezoning of Lot 4R from T3-R to T4-L is consistent with the zoning pattern on the west side of Le Jeune Road currently existing from S.W. 2"d Street to S.W. 7th Street. As stated above, Lot 4R and the West �/2 of Lot 5R have been conveyed together since 1940, a year after the Plat was recorded. Approval of the Application will establish a T4-L buffer between the existing T6-8-O to the east and the T3-R properties to the west of Lot 4R. The proposed T4-L buffer will create uniformity with other abutting and adjacent properties on the west side of Le Jeune Road and allow for more Francisco J.
