Subject: Accept Bid - Greater Miami Caterers, Inc
Purpose of Item:
The nature of this item is to authorize a Resolution of the Miami City Commission,
accepting the bid received on February 20, 2020 pursuant to IFB 1185386 from the
lowest responsive and responsible Bidder, Greater Miami Caterers, Inc.('GMC") for the
provision of Child Care Food Program Meals, on an as needed basis, for an initial
contract term of one (1) year, with the option to renew for two (2) additional one (1) year
periods, allocating funds from Parks and Recreation Department ("Parks"), Special
Revenue Fund, 11550.295999.534000.0000.00000, and Human Services Department,
Special Revenue Fund, 14801.450004.534000.0000.00000, and other sources of funds,
subject to the availability of funds and budgetary approval, at the time of need.
Authorizing the City Manager to negotiate and execute all other documents, including
any amendments, renewals, and extensions, subject to allocations, appropriations and
budgetary approval having been previously made, and in compliance with applicable
provisions of the Code of the City of Miami, Florida, as amended, ("City Code"),
including, the City of Miami's Procurement Ordinance, Anti -deficiency Act, and Financial
Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable
to the City Attorney, and in compliance with applicable regulations, as may be
necessary for said purpose.
Background of Item:
The Parks and Recreation Department ("Parks") and Office of Human Services
("Human Services") have identified a need for the provision of Child Care Food Program
meals services, on an as needed basis. On January 16, 2020, the Department of
Procurement ("Procurement") on behalf of Parks and Human Services, issued IFB No.
1185386, for the provision of Meals for the Child Care Food Program. As required by
the Procurement Code, the IFB was advertised and issued on-line. On February 20,
2020, at the bid closing, three (3) bids were received. Two (2) vendors were deemed
non -responsive, Procurement is recommending award to GMC, which met all
requirements, per the bid specifications, and is the apparent responsive and responsible
Bidder. The estimated contract amount is approximately $535,123.40 annually
(approximately $1,605,370.20 for all three (3) years).

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE BID
RECEIVED ON FEBRUARY 20, 2020 PURSUANT TO INVITATION FOR BID ("IFB")
NO. 1185386 FOR THE PROVISION OF MEALS FOR THE CHILD CARE FOOD
PROGRAM ON AN AS NEEDED BASIS FROM THE LOWEST RESPONSIVE AND
RESPONSIBLE BIDDER, GREATER MIAMI CATERERS, INC., A FLORIDA PROFIT
CORPORATION, FOR THE CITY OF MIAMI'S PARKS AND RECREATION
DEPARTMENT ("PARKS") AND OFFICE OF HUMAN SERVICES ("HUMAN
SERVICES") FOR AN INITIAL TERM OF ONE (1) YEAR WITH THE OPTION TO
RENEW FOR TWO (2) ADDITIONAL ONE (1) YEAR PERIODS; ALLOCATING FUNDS
FROM PARKS' SPECIAL REVENUE FUND ACCOUNT NO.

ACCOUNT NO. 14801.450004.534000.0000.00000, AND OTHER LEGALLY
AVAILABLE SOURCES OF FUNDS, SUBJECT TO THE AVAILABILITY OF FUNDS
AND BUDGETARY APPROVAL AT THE TIME OF NEED; AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER DOCUMENTS,
INCLUDING ANY AMENDMENTS, RENEWALS, AND EXTENSIONS, SUBJECT TO
ALL ALLOCATIONS, APPROPRIATIONS, PRIOR BUDGETARY APPROVALS,
COMPLIANCE WITH ALL APPLICABLE PROVISIONS OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), INCLUDING THE CITY OF
MIAMI'S PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND FINANCIAL
INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE CITY
CODE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND IN COMPLIANCE
WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS, AS MAY BE DEEMED
NECESSARY FOR SAID PURPOSE.
WHEREAS, the City of Miami's ("City") Parks and Recreation Department ("Parks") and
Human Services Department ("Human Services") have identified a need for the provision of
Child Care Food Program ("Program") meals services on an as needed basis; and
WHEREAS, on January 16, 2020, the City's Procurement Department ("Procurement"),
on behalf of Parks and Human Services, issued Invitation for Bid ("IFB") No. 1185386 for the
provision of the Program; and
WHEREAS, on February 20, 2020, Greater Miami Caterers, Inc., a Florida profit
corporation was the lowest responsive and responsible bidder to IFB No. 1185386;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The bid received on February 20, 2020 pursuant to IFB No. 1185386 for the
Program, on an as needed basis, from the lowest responsive and responsible bidder, Greater
Miami Caterers, Inc., for Parks and Human Services for an initial term of one (1) year with the
option to renew for two (2) additional one (1) year periods is accepted.
Section 3. Funds are allocated from Parks' Special Revenue Fund Account No.
15502.371000.549000.0000.00000, Human Services' Special Revenue Fund Account No.
14801.450004.534000.0000.00000, and other legally available sources of funds, subject to the
availability of funds and budgetary approval at the time of need.
Section 4. The City Manager is authorized' to negotiate and execute any and all other
documents, including any amendments, renewals, and extensions, subject to all allocations,
appropriations, prior budgetary approvals, compliance with all applicable provisions of the Code
of the City of Miami, Florida, as amended ("City Code"), including the City's Procurement
Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18
of the City Code, in a form acceptable to the City Attorney, and in compliance with all applicable
laws, rules, and regulations, as may be deemed necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
