HomeMy WebLinkAboutR-20-0369City of Miami Resolution R-20-0369 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 8020 Final Action Date: 11/19/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "EARLY LEARNING COALITION PROGRAM 2020-2021" AND ACCEPTING AND APPROPRIATING SUBSIDIZED FUNDING IN AN ESTIMATED AMOUNT NOT TO EXCEED EIGHTY THOUSAND DOLLARS ($80,000.00) ("SUBSIDIZED FUNDS") FROM THE EARLY LEARNING COALITION OF MIAMI-DADE/MONROE, INC., A FLORIDA NOT FOR -PROFIT CORPORATION, IN ORDER TO CONTINUE IMPLEMENTING THE STATE OF FLORIDA STATEWIDE SCHOOL READINESS PROGRAM ("PROGRAM"); AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE SAID SUBSIDIZED FUNDING AND TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AN OPTION TO RENEW, SUBJECT TO BUDGETARY APPROVAL AT THE TIME OF NEED, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE, APPROPRIATION OF, AND COMPLIANCE WITH THE TERMS AND CONDITIONS OF THE SUBSIDIZED FUNDS FOR THE PROGRAM; RATIFYING, APPROVING, AND CONFIRMING CERTAIN NECESSARY ACTIONS BY THE CITY MANAGER AND DESIGNATED CITY DEPARTMENTS IN ORDER TO UPDATE THE RELEVANT FINANCIAL CONTROLS AND COMPUTER SYSTEMS IN CONNECTION THEREWITH AND FOR STATE PROGRAM COMMENCEMENT REQUIREMENTS IN PROGRESS. WHEREAS, the City of Miami's ("City") Department of Human Services ("Human Services") receives subsidized funding from the Early Learning Coalition of Miami- Dade/Monroe, Inc., a Florida Not For Profit Corporation ("Coalition"), in order to administer the State of Florida Statewide School Readiness Program ("Program"), which supports the daycare programs located at Eaton Park Day Care, Lemon City Day Care, and Moore Park Day Care (collectively, "Day Cares"); and WHEREAS, the City will receive subsidized funding in an estimated amount not to exceed Eighty Thousand Dollars ($80,000.00) ("Subsidized Funds") to continue providing support to the Day Cares for the Program; and WHEREAS, the Subsidized Funds from the Coalition for the Program must be appropriated in order to provide entrance fees for Program attendees at the Day Cares; and WHEREAS, Human Services recommends the acceptance of the Subsidized Funds from the Coalition to participate in the Program at the Day Cares; and WHEREAS, in order to implement the Program, the City Manager and certain designated City Departments continue to take necessary actions to update the City's relevant City of Miami Page 1 of 2 File ID: 8020 (Revision:) Printed On: 5/13/2025 File ID: 8020 Enactment Number: R-20-0369 financial controls and computer systems and for State Program commencement requirements in progress; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described herein: PROJECT TITLE: Early Learning Coalition Program 2020- 2021 REVENUE: Statewide School Readiness Program $80,000.00 APPROPRIATION: Early Coalition Program 2020-2021 $80,000.00 Section 3. The City Manager is authorized' to accept and appropriate said subsidized funding and to negotiate and execute any and all necessary documents, including an option to renew, subject to budgetary approval at the time of need and in forms acceptable to the City Attorney, to implement the acceptance, appropriation of and compliance with the terms and conditions of the Subsidized Funds for the Program. Section 4. Certain necessary actions by the City Manager and designated City Departments made in order to update the City's relevant financial controls and computer systems and for State Program commencement requirements in progress are ratified, approved, and confirmed. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, City Attor ey 11/3/2020 1 The herein authorization is further subject to legal compliance with all requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
