Purpose of Item:
Resolution of the Miami City Commission authorizing the City Manager to accept
supplemental funding, in the amount of $13,464.00 from the Department of Homeland
Security, Federal Emergency Management Agency ("FEMA"), for the FY 2019
Cooperative Agreement for the Florida Urban Search and Rescue ("USAR") Task Force
2, thereby increasing Special Revenue Project "FY 2019 Department of Homeland
Security — Federal Emergency Management Agency ("FEMA") — Urban Search and
Rescue ("USAR") Readiness Cooperative Agreement from $1,191,104.00, previously
awarded under Resolution 19-0401, to $1,204,568.00. Said funds will be placed in
Account No. 11000-184000-431000-0000-00000.
Background of Item:
The Department of Homeland Security has annually awarded a grant to the South
Florida Urban Search and Rescue ("USAR") Task Force 2 for the continued operation of
the City's USAR Program. Said grant award for Fiscal Year 2019 is in an amount not to
exceed $1,191,104.00, commencing September 1, 2019 thru August 31, 2022. At this
time, FEMA is appropriating supplemental funding in the amount of $13,464.00, thereby
increasing the existing special revenue project and appropriate funds in an amount not
to exceed $13,464.00 therein for said fiscal year.

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING SUPPLEMENTAL
FUNDING IN THE AMOUNT OF $13,464.00 FROM THE DEPARTMENT OF
HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY
("FEMA") FOR THE FISCAL YEAR 2019 READINESS COOPERATIVE AGREEMENT
FOR THE FLORIDA URBAN SEARCH AND RESCUE ("USAR") TASK FORCE 2,
THEREBY INCREASING THE SPECIAL REVENUE PROJECT "FY 2019 —
DEPARTMENT OF HOMELAND SECURITY — FEDERAL EMERGENCY
MANAGEMENT AGENCY ('FEMA') — URBAN SEARCH AND RESCUE ('USAR')
READINESS COOPERATIVE AGREEMENT" FROM $1,191,104.00 PREVIOUSLY
ACCEPTED BY RESOLUTION NO. R-19-0401 TO $1,204,568.00, TO BE USED BY
THE DEPARTMENT OF FIRE -RESCUE FOR THE CONTINUATION OF EQUIPMENT
RECAPITALIZATION; APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED
$13,464.00 CONSISTING OF A GRANT FROM FEMA FOR THE STATED PURPOSE;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, FOR THE ACCEPTANCE, ADMINISTRATION OF, AND COMPLIANCE
WITH SAID GRANT.
WHEREAS, the City of Miami ("City") has been awarded supplemental funding in an
amount not to exceed $13,464.00 ("Grant") from the Department of Homeland Security, Federal
Emergency Management Agency ("FEMA"); and
WHEREAS, pursuant to the Grant, the funds will be used by the Department of Fire -
Rescue ("Fire -Rescue") for the continuation of equipment recapitalization for the South Florida
Urban Search and Rescue ("USAR") Program; and
WHEREAS, it is appropriate for the City Commission to accept the Grant and increase
the existing amount for appropriations due to the Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to accept the Grant from FEMA to be used
by Fire -Rescue for the continuation of equipment recapitalization.
Section 3. The previously established Special Revenue Project is supplemented with
the resources appropriated as described below:

Section 4. The City Manager is authorized to accept said grant award and to negotiate
and execute any and all necessary documents, all in forms acceptable to the City Attorney, in
order to implement the acceptance of and compliance with said Grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.
