Alfonso DATE: June 15, 2017 City Manager SUBJECT: Recommendation for Virginia Key Marina Request for Proposals No. 16-17-011 FROM; Daniel Rotenberg REFERENCES: Director, Real Estate & Asset Management ENCLOSURES: Summary Tally Sheet & Completed Evaluations The City of Miami Department of Real Estate and Asset Management issued RFP # 16-17-011 ("RFP") for the development and lease of a city -owned waterfront property located in Virginia Key ("Virginia Key Marina"), and three (3) proposals were received and deemed responsive. The Selection Committee ("Committee") appointed by the City Manager, met on June 12, 2017 to hear presentations and again on June 14, 2017 to evaluate the criteria and scoring values assigned and to determine a rank order; the final Committee was comprised of the following individuals: Committee Chair (Non -Voting) • Jacqueline Lorenzo, City of Miami, Real Estate and Asset Management, Property Management Specialist Committee Members (Voting) • Gary Milano, Virginia Key Advisory Board, Member; • Maria D. Carballeira, Miami -Dade County, Internal Services, Procurement Management Services, Procurement Policy and Training Coordinator; • David R. Snow, City of Miami, Planning & Zoning, Acting Chief of Urban Design; • Amado Gonzalez, Miami -Dade County, Solid Waste Management, Environmental Affairs Manager; • Jose A. Galan, Internal Services, Real Estate Development, Division Director; • Alyce M. Robertson, Downtown Development Authority, Executive Director; • Penny Cutt, Gahagan & Bryant, Inc., Senior Associate Pursuant to Miami City Code Section 18-86(C)(6) Proposal Evaluation, 'The recommendations of the evaluation committee shall be submitted to the city manager." Pursuant to RFP Section III.C.6., the City Manager may "(1) approve the Committee's recommendation, (2) reject the Committee's recommendation, (3) reject the Committee's recommendation and instruct the Committee to re-evaluate and make further recommendations, or (4) recommend to the City Commission that they reject any and/or all proposals." Recommendation for Final Selection. The Committee recommends the City proceed with top -ranked firm: 1. Virginia Key, LLC (92.6 points) 2. Biscayne Marine Partners, LLC (87.8 points) 3, GCM Contracting Solutions, Inc. (57.2 points) Please provide your response to the Committee's recommendation and sign below.
