A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A
GRANT AGREEMENT ("AGREEMENT"), IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, WITH CAMILLUS HOUSE, INC., A FLORIDA NOT FOR
PROFIT CORPORATION ("CAMILLUS HOUSE"), TO CONTINUE THE CITY OF
MIAMI'S ("CITY") SHELTER PROGRAM INCLUDING THE PROVISION OF
SEVENTY-FIVE (75) BEDS IN CAMILLUS HOUSE WITHIN THE CAMILLUS
HOUSE NORWEGIAN CRUISE LINE CAMPUS EMERGENCY SHELTER FOR
THE NIGHTLY USE OF HOMELESS INDIVIDUALS WITH TEN (10) BEDS SET
ASIDE AS OVERNIGHT BEDS ALONG WITH OTHER ASSOCIATED AND
ACCOMPANYING HOMELESS SERVICES AND CASE MANAGEMENT FOR A
PERIOD OF ONE (1) YEAR, SUBJECT TO SAID BEDS BEING EXCLUSIVELY
DESIGNATED FOR THE CITY'S HOMELESS INDIVIDUALS WHO ARE
POTTINGER ELIGIBLE CANDIDATES (COLLECTIVELY, "SHELTER
PROGRAM"), AND FURTHER REQUIRING MONTHLY REPORTING FROM
CAMILLUS HOUSE TO THE CITY COMMISSION AND THE CITY MANAGER
REGARDING THE SHELTER PROGRAM'S RESULTS AND MONTHLY
INVOICING FOR PAYMENTS IN ARREARS BASED UPON MONTHLY
REPORTING AT AN ANNUAL TOTAL NOT TO EXCEED AMOUNT OF FOUR
HUNDRED SIXTY THOUSAND DOLLARS ($460,000.00), WITH CONDITIONS
AS STATED HEREIN AND IN THE AGREEMENT, FOR THE CITY'S FISCAL
YEAR 2020-2021 WITH SUCH PAYMENTS TO BE FUNDED FROM THE
DEPARTMENT OF HUMAN SERVICES' BUDGET.
WHEREAS, the City of Miami ("City"), in furtherance of its continuing commitment
to assist homeless persons within the jurisdictional boundaries of the City, wishes to
procure and make available shelter beds and services as described herein to homeless
persons in the City's homeless population who are Pottinger eligible candidates
("Pottinger Candidates"); and
WHEREAS, the Camillus House, Inc., a Florida not for profit corporation ("Camillus
House"), has the capacity to accommodate seventy-five (75) beds in the Camillus House
Norwegian Cruise Line Campus Emergency Shelter for the nightly use of homeless individuals
with ten (10) beds being set aside as overnight beds along with other associated services and
accompanying homeless services and case management for a period of one (1) year subject
to said beds being exclusively designated for the City's homeless individuals who are Pottinger
Candidates (collectively, "Shelter Program"); and
WHEREAS, as a condition for funding for the Shelter Program, the City
Commission requires monthly reporting from Camillus House to the City Commission and
the City Manager regarding the Shelter Program's results and monthly invoicing for

payments in arrears based upon monthly reporting at an annual total not to exceed
amount of Four Hundred Sixty Thousand Dollars ($460,000.00), with conditions stated
herein and in the Agreement, for the City's Fiscal Year 2020-2021 with such payments to
be funded from the Department of Human Services' Budget;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to negotiate and execute a grant
agreement, in a form acceptable to the City Attorney, between the City and Camillus House
to continue the City's Shelter Program for the City's homeless individuals who are Pottinger
Candidates subject to monthly reporting from Camillus House to the City Commission and
the City Manager regarding the Shelter Program's results and monthly invoicing for
payments in arrears based upon monthly reporting at an annual total not to exceed amount
of Four Hundred Sixty Thousand Dollars ($460,000.00), with conditions as stated herein
and in the Agreement, for the City's Fiscal Year 2020-2021 with such payments to be
funded from the Department of Human Services' Budget for the Shelter Program.
Section 3. This Resolution shall become effective immediately upon its adoption.
