Subject: Discussion - Permit Services during Covid-19
Purpose of Item:
A Discussion to present to the City Commission an update on the City's realized
efficiencies and ability to continue all development permitting services during COVID-19
pandemic as a result of the implementation of the Electronic Plans Review (ePlan)
program.
Background of Item:
As directed by City Commission, the Administration implemented the Electronic Plans
Review (ePlan) program across the Building, Planning, Zoning, Fire, and Resilience &
Public Works Departments (Development Services Team) on October 1, 2018.
With the implementation of ePlan program, the Building, Planning, Zoning, Fire, and
Resilience and Public Works departments perform plans review concurrently. This
practice has significantly improved the time it takes for a customer to be issued a
permit. The presentation that will be provided to the Commission will provide data to
support the same.
In addition to providing a briefing on the improvements made in the time to permit
space, we would like to share with the City Commission how the development services
team with the support of staff and customers have realized additional efficiencies during
the coronavirus (COVID-19) pandemic.
First and foremost, all electronic plans review permitting services have remained
operational over the last eight (8) months. All development services departments have
digitized all legacy (applications that existed in the City of Miami before 10.1.2018)
project records and by using the ePlan platform perform reviews concurrently. By
leveraging the ePlan platform the Planning, Zoning, City Manager's Office, City
Attorney's Office, and City Clerk's Office can review and sign covenants and
agreements.
With the launch of ePlan two year ago, brought a commitment to continuous process
improvement and enterprise wide thinking and processing. In keeping with this
commitment most recently, we have begun the implementation of permitting for special
event permits using the ePlan platform.
This discussion item will provide a comprehensive programmatic update of realized
accomplishments over the last two years and how the City have managed to remain
operational during the global pandemic.
