A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR -FIFTHS (4/5THS)
AFFIRMATIVE VOTE, CO -DESIGNATING NORTHWEST 16 TERRACE BETWEEN
NORTHWEST 17 AVENUE AND NORTHWEST 15 STREET ROAD, MIAMI, FLORIDA
AS "WILLIAM `BILLY' W. RILEY WAY" PURSUANT TO SECTION 54-137 OF THE
CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED; FURTHER DIRECTING
THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE HEREIN
DESIGNATED OFFICIALS.
WHEREAS, William "Billy" W. Riley ("Mr. Riley") was born in Miami, Florida in 1945 and
raised in the Allapattah neighborhood; and
WHEREAS, Mr. Riley attended Riverside Elementary School and Miami Senior High
School; and
WHEREAS, Mr. Riley joined the International Brotherhood of Electrical Workers, Local
Union 349 ("IBEW'), as an apprentice electrician; and
WHEREAS, Mr. Riley became the Local Business Manager for the IBEW and one of the
nine (9) members of the International Executive Council; and
WHEREAS, Mr. Riley has served his community through volunteering on various
community boards and councils, including the Miami -Dade County Board of Rules and Appeals,
the Miami -Dade County Planning Advisory Board, and the South Florida Building Trades
Council; and
WHEREAS, Mr. Riley remains a daily figure within the Allapattah neighborhood where
the IBEW Local Union Hall is located; and
WHEREAS, during the greatest natural disaster caused by Hurricane Andrew, Mr. Riley
hosted and worked side -by -side with the America Red Cross within the union hall to help ensure
that needy families received supplies and assistance; and
WHEREAS, the City of Miami would like to honor Mr. Riley by co -designating that
portion of Northwest 16 Terrace between Northwest 17 Avenue and Northwest 15 Street Road
as "William `Billy' W. Riley Way"; and
WHEREAS, pursuant to Sections 2-33(f) and 54-137(7) of the Code of the City of Miami,
Florida, as amended ("City Code"), the City Commission, by a four -fifths (4/5ths) vote, deems
this Resolution to be of an emergency nature in order to immediately protect the public health,
welfare, and safety of the City's residents and waives the prohibition of co -designating streets
for living individuals;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of the City Commission, Northwest 16
Terrace between Northwest 17 Avenue and Northwest 15 Street Road, Miami, Florida is hereby
co -designated as "William `Billy' W. Riley Way" pursuant to Section 54-137 of the City Code.
Section 3. The City Clerk is directed to transmit a certified copy of this Resolution to the
Departments of Police, Fire -Rescue, and Solid Waste; the Miami -Dade County Department of
Transportation and Public Works; the United States Postal Service; and, if a State of Florida
road, to the Florida Department of Transportation, District Six for sign installation within the
newly designated roadways.
Section 4. This Resolution shall become effective immediately upon its adoption.
