A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE
ACCEPTANCE OF AN ADDITIONAL ALLOCATION OF CORONAVIRUS
RELIEF FUND ("CRF") FUNDS FROM THE UNITED STATES TREASURY
DEPARTMENT THROUGH FLORIDA HOUSING FINANCE CORPORATION
("FHFC") IN THE TOTAL AMOUNT OF $787,500.00 AND AUTHORIZING THE
ALLOCATION OF SUCH FUNDS FOR MORTGAGE ASSISTANCE WHEREBY
THE CITY IS ALLOCATING AN AMOUNT OF $78,750.00 FOR PROGRAM
ADMINISTRATION AND ALLOCATING AN AMOUNT OF $708,750.00 FOR
MORTGAGE ASSISTANCE, IN CONFORMITY WITH THE LOCAL HOUSING
ASSISTANCE PLAN ("LHAP"); FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS INCLUDING AMENDMENTS, EXTENSIONS, AND
MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY,
SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE
THE USE OF SUCH FUNDS, FOR SAID PURPOSE.
WHEREAS, on July 23, 2020, pursuant to Resolution No. R-20-0237 the Miami City
Commission approved the acceptance of $1,312.500.00, which included an amount of
$1,181,250.00 to be used for mortgage assistance for homeowners with loss or reduction in
income by creating and funding the City of Miami Mortgage Assistance Program; and
WHEREAS, on September 15, 2020, the City of Miami ("City") was notified by Florida
Housing Finance Corporation of an additional allocation of Coronavirus Relief Fund ("CRF")
funds in the amount of $787,500.00; and
WHEREAS, these funds must be spent for mortgage assistance by December 30, 2020;
and
WHEREAS, the City Administration recommends the acceptance of an additional
allocation of CRF funds in the total amount of $787,500.00, allocating an amount of $78,750.00
for program administration and an amount of $708,750.00 to be used for mortgage assistance
for homeowners with loss or reduction of income, in conformity with the Local Housing
Assistance Program ("LHAP");
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of an additional allocation of CRF funds from the United
States Treasury Department through Florida Housing Finance Corporation, in the total amount

of $787,500.00, thereby allocating an amount of $78,750.00 for program administration and an
amount of $708,750.00 to be used for mortgage assistance for homeowners with loss or
reduction of income in conformity with the Local Housing Assistance Program ("LHAP"), is
authorized.'
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including amendments, extensions, and modifications, all in forms
acceptable to the City Attorney, subject to all federal, state, and local laws that regulate the use
of such funds, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited, to those prescribed by applicable City Charter and Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
