Appeal Letter
Resolution: HEPB-R-20-026
Dear Office of the Hearing Boards,
Thank you for the opportunity to bring this case to appeal.
My name is Sharon Castrillon and I am looking to appeal the decision of a Special Certificate of
Appropriateness for the new construction of a single family residence. This hearing was
deliberated July 7, 2020; during a HEPB meeting.
The case involves a vacant lot I purchased in May 2019. Since then, I have hired an architect
to design a home to build on this property. The property is located in the historic district of
Spring Garden.
On November 2019, I brought my plans up for review to a HEPB meeting. I received immense
feedback from the board and was given reasons why the board would not approve the design I
had submitted. The result at that time was to defer my petition and return to a later future
meeting.
I incorporated the feedback of the board and met with my architect to completely update and
redesign the property based on the panels suggestions. I worked hard to meet various times
with the Miami Historical Preservation Officer and the neighbors of my community. I ultimately
received praise and positive affirmation of the re -designed project from the surrounding
neighbors and Architect advisors. Moreover, I received approval for the projected plans from
the Historical Preservation Officer; "the application has demonstrated compliance with Chapter
23 entitled "Historic Preservation" of the City of Miami Code of Ordinances and the Secretary
of the Interior's Standards. Staff finds the request complies with all applicable criteria and finds
that the request for a Special Certificate of Appropriateness for the new construction of a
single-family residence does not adversely affect the aesthetic interest or value of the historic
district subject to the following conditions ...".
I therefore would ask that the appeal committee please reconsider the decision of the July 7,
2020 meeting and approve the petition for the Special Certificate of appropriateness for the
new construction of a single-family residence.
