R-20-0015 IN ITS ENTIRETY AND ABOLISHING THE MIAMI 21 REPORT AD HOC TASK FORCE ("TASK FORCE"); DIRECTING THE CITY MANAGER AND THE CITY ATTORNEY TO WORK WITH EACH OF THE CITY COMMISSIONERS TO DEVELOP A NEW TASK FORCE TO OBTAIN RELEVANT INPUT FROM QUALIFIED PROFESSIONALS AND VARIOUS STAKEHOLDERS REGARDING ANY RECOMMENDATIONS FOR IMPROVEMENTS TO ORDINANCE NO. 13114, THE ZONING ORDINANCE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED. SPONSOR(S): Commissioner Manolo Reyes WHEREAS, the City Commission adopted Resolution No. 19-0523 directing the City Administration to review and assess Ordinance No. 13114, the Zoning Ordinance of the City of Miami, Florida, as amended ( "Miami 21 Code"), by conducting a comprehensive review of the Miami 21 Code and issuing a report to the Mayor and City Commission; and WHEREAS, on January 23, 2020, the City Commission adopted Resolution No. R-20- 0015 creating the Miami 21 Report Ad Hoc Task Force ("Task Force") in order to conduct meetings and deliver recommendations to the City Commission, Mayor, and City Manager on possible changes or measures to the Miami 21 Code; and WHEREAS, the Task Force was intended to meet monthly commencing February 2020 and to conduct its business in accordance with Chapter 286, Florida Statutes, commonly referred to the Sunshine Law, as well as other applicable laws and regulations and to submit its final report within one hundred eighty (180) days of the passage of Resolution No. R-20-0015; however, the COVID-19 Pandemic and various Declarations of States of Emergency by the Executive Heads of the State of Florida, Miami -Dade County, and City of Miami have caused a cessation of in -person board and committee meetings and the closure of government buildings for extended periods resulting in an impossibility for the Task Force to meet its intended schedule, timetable, and assignments; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby rescinds Resolution No. R-20-0015 in its entirety and abolishes the Task Force. Section 3. The City Commission directs the City Manager and the City Attorney to work with each City Commissioner to develop a proposal for the creation of a new task force designed to obtain relevant input from qualified professionals and stakeholders regarding any City of Miami Page 1 of 2 File ID: 7664 (Revision: C) Printed On: 5/9/2025 File ID: 7664 Enactment Number: R-20-0298 recommendations for improvements to the Miami 21 Code and to present the proposal at the next City Commission meeting.
