Dear Mr. Carswell: By this letter, St. James AME Church, a Florida non-profit organization ("St. James") is requesting a fee simple conveyance of the Property owned by the City of Miami described below for purposes of supporting the operations of St. James and redevelopment of the site in order to provide much needed workforce housing and economic development opportunities for the surrounding community. St. James has been diligently working and procuring the necessary documentation and resources to begin focusing on housing and economic development opportunities in the surrounding areas of the Church. St. James is an established Florida not -for -profit organization with a 501(c)(3) status from the Internal Revenue Service. The non-profit status allows St. James to receive properties from municipalities and banks at little or no cost which in turn would allow us to serve low, moderate and workforce income families. The organization's primary goal has been to provide attainable services, affordable housing, and economic development opportunities to those who economically and socially would not be able to avail themselves of these services. The property is severely underutilized and is uniquely situated for a residential housing development. Additionally, St. James is in the process of securing another workforce housing project at the Earlington Heights Metrorail station in partnership with Miami -Dade County. The demand for attainable housing is overwhelming and this additional project will help address those community needs. The synergy of both projects would create economies of scale, greater efficiencies and provide and overall improvement of the area. Need for Development of the Property • Increase the affordable/workforce housing stock in the community, with an emphasis on dwellings for working families and units for persons in low income and very low income brackets. • Provide jobs in management, maintenance and retail for the immediate community with an emphasis on employment for the St. James community. • Provide St. James with transitional and permanent housing for its community. • Provide St. James with employment opportunities for its community. St. James seek to provide much needed affordable and workforce housing to the community, as well as employment and growth opportunities for area residents.
