A RESOLUTION OF THE MIAMI CITY COMMISSION INCREASING THE LIMIT
OF THE MORTGAGE ASSISTANCE PROGRAM FROM $6,000.00 TO
$10,000.00 TO BETTER REFLECT THE AVERAGE DELINQUENT MORTGAGE
PAYMENT AMOUNT OF LOW- AND MODERATE -INCOME HOMEOWNERS
WITH LOSS OR REDUCTION IN INCOME BECAUSE OF THE NOVEL
CORONAVIRUS PANDEMIC; FURTHER AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN
FORMS ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL
FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH
FUNDS, FOR SAID PURPOSE.
WHEREAS, on July 23, 2020, pursuant to Resolution No. R-20-0237, the Miami City
Commission approved the allocation of Coronavirus Relief Funds from the United States
Treasury Department in the amount of $1,312,500.00, which included an amount of
$1,181,250.00 for the Mortgage Assistance Program ("MAP"); and
WHEREAS, the MAP guidelines restricted the maximum delinquent mortgage payment
that can be paid to $6,000.00 per applicant; and
WHEREAS, of the applications received and processed, the average delinquent
mortgage payment was approximately $10,000.00; and
WHEREAS, the City of Miami's Administration recommends increasing the limit on MAP
funds from $6,000.00 to $10,000.00 to better reflect the average mortgage delinquencies of low -
and moderate -income homeowners who have suffered a loss or reduction in income because of
the Novel Coronavirus ("COVID-19") pandemic;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Increasing the limit on MAP funds from $6,000.00 to $10,000.00 to better
reflect the average mortgage delinquencies of low- and moderate -income homeowners with loss
or reduction in income because of the COVID-19 pandemic is authorized.'

the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.

Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including amendments, extensions, and modifications, all in forms
acceptable to the City Attorney, subject to all federal, state, and local laws that regulate the use
of such funds for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
