Subject: Adopt - The 2019 Update of the Unified Sea Level Rise Projections for Southeast

Purpose of Item:
A Resolution of the Miami City Commission adopting the 2019 update of the Unified
Sea Level Rise Projections for Southeast Florida prepared by the Southeast Florida
Regional Climate Change Compact.
Background of Item:
The purpose of this is to adopt the Unified Regional Sea Level Rise Projection — 2019
update of the Southeast Florida Regional Climate Change Compact for use by staff as
the basis for sea level rise adaptation planning. Additionally, all City infrastructure
projects shall consider these regionally consistent unified sea level rise projections
during all project phases, including but not limited to planning, design and construction,
in order to ensure that infrastructure projects will function properly for fifty (50) years or
the design life of the project, whichever is greater. Finally, the City shall consider these
sea level rise projections into updates to land use plans and codes.
The Southeast Florida Regional Climate Change Compact (Compact) was formed in
2010 when Monroe, Miami -Dade, Broward and Palm Beach counties agreed to
collaborate on climate change policies and action. Since then, staff of the four counties,
other regional stakeholders, and subject matter experts have worked together to create
technical resources to guide regional planning and action in response to climate change
impacts.
The Compact's Unified Regional Sea Level Rise Projection for Southeast Florida is a
key planning tool that is updated at least every 5 years to provide current guidance for a
common, geographically -relevant sea level rise (SLR) projection for Southeast Florida.
The 2019 Updated Projection is the third update of the Compact's Unified Regional Sea
Level Rise Projection for Southeast Florida that was first developed and released in
2011 and was subsequently updated in 2015. The City had previously relied upon the
2015 Unified Regional Sea Level Rise Projection for Southeast Florida published by the
Compact. The 2019 Updated Projection represents a consensus from a technical work
group comprised of members from the academic community and federal agencies, with
support from local government staff. It incorporates the most up-to-date, peer -reviewed
literature and climate modeling data.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ADOPTING THE 2019 UPDATE OF THE UNIFIED SEA LEVEL RISE ("SLR")
PROJECTIONS FOR SOUTHEAST FLORIDA, ATTACHED AND INCORPORATED AS
EXHIBIT "A", PREPARED BY THE SOUTHEAST FLORIDA REGIONAL CLIMATE
CHANGE COMPACT FOR PURPOSES OF SEA LEVEL RISE ADAPTATION
PLANNING ACTIVITIES; REQUIRING THAT ALL CITY OF MIAMI ("CITY")
INFRASTRUCTURE PROJECTS CONSIDER AND INCORPORATE SUCH SLR
PROJECTIONS DURING ALL PROJECT PHASES TO ENSURE THAT
INFRASTRUCTURE PROJECTS WILL FUNCTION PROPERLY FOR FIFTY (50)
YEARS OR THE DESIGN LIFE OF THE PROJECT, WHICHEVER IS GREATER;
FURTHER REQUIRING THAT THE CITY CONSIDER THE SLR PROJECTIONS IN
UPDATES TO LAND USE PLANS AND CODES.
WHEREAS, in January 2010, Broward, Miami -Dade, Monroe, and Palm Beach
Counties united to form the Southeast Florida Regional Climate Change Compact
("Compact") as a way to coordinate climate change mitigation and adaptation activities
across county lines; and
WHEREAS, the Compact recognized the need to create a single Regionally Unified Sea
Level Rise ("SLR") projection ensuring consistency in adaptation planning, policy, and
infrastructure siting and design in the Southeast Florida four (4) county region; and
WHEREAS, the Compact released its first SLR Projection for Southeast Florida in
2011, its second update in 2015, and its third update in 2019; and
WHEREAS, the Southeast Florida Regional Climate Change Compact Sea Level Rise
Ad Hoc Work Group ("Work Group") developed the 2019 SLR projections, attached and
incorporated as Exhibit "A", based on information from the Intergovernmental Panel on Climate
Change Fifth Assessment Report, projections from the National Oceanic and Atmospheric
Administration (Sweet et al., 2017), and regional meteorological, hydrological, and geological
factors; and
WHEREAS, the guidance document provides a summary of the SLR projections,
publications reviewed and discussed by the Work Group, the methodology for deriving the
SLR projection, description of the recommended unified regional SLR projection, and
additional recommendations from the Work Group;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission adopts the updated 2019 SLR Projection of the
Compact, attached and incorporated as Exhibit "A", for purposes of sea level rise adaptation
planning activities.
Section 3. The City Commission directs the City Manager to consider and incorporate
SLR projections during all City of Miami ("City") infrastructure project phases, including, but not
limited to, planning, design, and construction in order to ensure that infrastructure projects will
function properly for fifty (50) years or the design life of the project, whichever is greater.
Section 4. The City Commission further directs the City Manager to consider these SLR
projections in updates to land use plans and codes to be submitted to the City Commission for
further consideration.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'
