AN EMERGENCY RESOLUTION OF THE MIAMI CITY COMMISSION URGING
UNITED STATES PRESIDENT DONALD J. TRUMP AND FLORIDA GOVERNOR RON
DESANTIS TO PRIORITIZE AND ACCELERATE ACTIONS TO RALLY ALL
NECESSARY RELATIONSHIPS AND RESOURCES TO PREVENT THE
VENEZUELAN OIL SHIP NABARIMA FROM A POTENTIAL OIL SPILL WHICH
COULD CAUSE SEVERE ENVIRONMENTAL HARM TO THE CARIBBEAN AND
FLORIDIAN WATERWAYS; FURTHER CONDEMNING THE VENEZUELAN
GOVERNMENT LED BY PRESIDENT NICOLAS MADURO FOR ITS INACTION TO
THIS MATTER; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS
RESOLUTION TO THE PRESIDENT AND THE GOVERNOR AS STATED HEREIN.
WHEREAS, Nabarima is a Venezuelan flagged Corocoro oilfield floating oil storage
tanker; and
WHEREAS, the Nabarima has been located off of the Venezuelan Coast of Guiria for
over a decade and has the capacity to hold approximately 1.4 million barrels of crude oil; and
WHEREAS, according to several media reports, Nabarima has been neglected for
several years and is currently at risk of sinking; and
WHEREAS, due to its capacity, such sinking would result in an oil spill approximately
five times (5x) the amount the Exxon Valdez spilled in 1989 potentially causing one of the
biggest marine disasters and significant impacts to the waterways effected; and
WHEREAS, such a disaster would negatively affect the economy and the marine
environment of Florida, particularly the City of Miami ("City"); and
WHEREAS, in order to emphasize the need for urgent action surrounding the current
condition of Nabarima, the City Commission urges President Donald J. Trump and Florida
Governor Ron DeSantis to prioritize and accelerate actions to rally all necessary resources to
prevent the Nabarima from a potential oil spill which could cause severe environmental harm to
the Caribbean and Floridian waterways; and
WHEREAS, the City Commission condemns the Venezuelan Government led by
President Nicolas Maduro ("Maduro Government") for its inaction to this matter; and
WHEREAS, pursuant to Section 2-33(f) of the Code of the City of Miami, Florida, as
amended, the City Commission, by a majority vote, deems this Resolution to be of an
emergency nature in order to immediately protect the public health, welfare, and safety of the
City's residents;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Commission hereby urges President Donald J. Trump and Governor
Ron DeSantis to prioritize and accelerate actions to rally all necessary relationships and
resources to prevent the Nabarima from a potential oil spill which could cause severe
environmental harm to the Caribbean and Floridian waterways.
Section 3. The City Commission hereby condemns the Maduro Government for its
inaction to this matter.
Section 4. The City Clerk is directed to transmit a copy of this Resolution to the
President and the Governor as stated herein.
Section 5. This Resolution shall become effective immediately upon its adoption.
