A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING GRANT
FUNDS IN THE AMOUNT OF $1,733,485.76, WHICH INCLUDES $1,575,896.15
IN GRANT FUNDING PLUS $157,589.61 IN WAIVED MATCHING FUNDS
WITH NO MATCHING FUNDS REQUIRED FROM THE CITY OF MIAMI
("CITY"), CONSISTING OF A GRANT AWARDED BY THE FEDERAL
EMERGENCY MANAGEMENT AGENCY, UNITED STATES DEPARTMENT OF
HOMELAND SECURITY TO THE CITY'S DEPARTMENT OF FIRE -RESCUE TO
BE USED FOR THE PURCHASE OF PERSONAL PROTECTIVE EQUIPMENT
AND RELATED SUPPLIES, INCLUDING REIMBURSEMENTS, TO PREVENT,
PREPARE FOR, AND RESPOND TO THE NOVEL CORONAVIRUS ("COVID-
19") PANDEMIC FOR THE PERIOD BEGINNING AUGUST 31, 2020 AND
ENDING AUGUST 30, 2021; FURTHER ESTABLISHING A NEW SPECIAL
REVENUE PROJECT TITLED "FY-2020 ASSISTANCE TO FIREFIGHTERS
GRANT PROGRAM — COVID-19 SUPPLEMENTAL" AND APPROPRIATING
FUNDS FOR THE OPERATION OF SAME; FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR
THE ACCEPTANCE, IMPLEMENTATION OF, AND COMPLIANCE WITH SAID
GRANT AWARD.
WHEREAS, the City of Miami's ("City") Department of Fire -Rescue has been awarded
grant funding from the Department of Homeland Security, Federal Emergency Management
Agency in an amount not to exceed $1,733,485.76 to be used for the purchase of personal
protective equipment and related supplies, including reimbursements, to prevent, prepare for,
and respond to the Novel Coronavirus ("COVID-19") pandemic ("Grant Award"); and
WHEREAS, the Grant Award is comprised of a $1,575,896.15 grant award and
$157,589.61 in waived matching funds, as specified in the Grant Summary Award Memo, with
no matching funds required from the City; and
WHEREAS, the Grant Award will be placed in Account
No.11000.184010.552000.0000.00000; and
WHEREAS, it is appropriate for the City Commission to establish a Special Revenue
Project, authorize the City Manager to accept the Grant Award, in substantially the attached
form, and authorize the City Manager to negotiate and execute any and all necessary
documents, all in forms acceptable to the City Attorney, for the acceptance, implementation of,
and compliance with the Grant Award and to appropriate the same; and
WHEREAS, pursuant to Section 2-33(f) of the Code of the City of Miami, Florida, as
amended, the Miami City Commission, by a majority vote, deems this Resolution to be of an
emergency nature in order to immediately protect the public's health, welfare, and safety;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section. 2. The City Manager is authorized' to accept the Grant Award in the amount of
$1,733,485.76, which includes $1,575,896.15 in grant funding plus $157,589.61 in waived
matching funds, resulting in no matching funds required from the City, consisting of a grant
awarded by the Federal Emergency Management Agency, United States Department of
Homeland Security to the City's Department of Fire -Rescue to be used for the purchase of
personal protective equipment and related supplies, including reimbursements, to prevent,
prepare for, and respond to the COVID-19 pandemic for the period beginning August 31, 2020
and ending August 30, 2021.
Section 3. The Special Revenue Project is established and resources are
appropriated as described below:

RESOURCES: Federal Emergency Management Agency $1,733,485.76
APPROPRIATIONS:
$1,733,485.76
Section 4. The City Manager is further authorized' to negotiate and execute any and all
necessary documents, all in forms acceptable to the City Attorney, for the acceptance,
implementation of, and compliance with the Grant Award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
