R-20-0232 ADOPTED JULY 23, 2020, ATTACHED AND INCORPORATED AS EXHIBIT "A", AND THE CITY'S DOWNTOWN DEVELOPMENT AUTHORITY'S LETTER TO THE ARMY CORPS DATED AUGUST 19, 2020, ATTACHED AND INCORPORATED AS EXHIBIT "B"; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS STATED HEREIN. WHEREAS, the United States Army Corps of Engineers ("Army Corps") has invited comments for its "Miami -Dade Back Bay Coastal Storm Risk Management Draft Integrated Feasibility Report and Programmatic Environmental Impact Statement" ("Draft Report") as part of the Army Corps' "Miami -Dade Back Bay Coastal Storm Risk Management Feasibility Study" ("Back Bay Study") for which the comment period ended August 19, 2020; and WHEREAS, the Draft Report contemplates a variety of improvements to "address coastal storm surge and flood risk to vulnerable populations, property, ecosystems, and infrastructure along the coast" of Miami -Dade County from Cutler Bay to Miami Shores including the coastal portion of the City of Miami ("City"); and WHEREAS, the Draft Report contemplates moveable storm surge barriers at the mouth of the Miami River and in the Little River at its intersection with Biscayne Boulevard; and WHEREAS, the Draft Report further contemplates a series of floodwalls adjacent to storm surge barriers and within the City's urban core to avoid overland flooding from storm surge; and WHEREAS, on July 9, 2020, the Army Corps presented the Draft Report and its findings to the City Commission; and WHEREAS, on July 23, 2020, the City Commission adopted Resolution No. R-20-0232, attached and incorporated as Exhibit "A", formalizing the City's concerns and recommendations related to the Back Bay Study and directing the City Manager to transmit the concerns as well as those of the Downtown Development Authority's ("DDA") to the Army Corps; and WHEREAS, on August 19, 2020, the DDA transmitted a letter ("DDA Letter"), attached and incorporated as Exhibit "B", detailing its concerns about the Back Bay Study to the Army Corps and proposing that an alternate strategy, using nature -based features, be explored in lieu of floodwalls; and WHEREAS, the City Commission urges the Army Corp to consider the alternative strategy in the DDA Letter as well as the concerns raised by the City in Resolution No. R-20- 0232; and WHEREAS, the City Commission wishes to add the City's position regarding the Draft Report and Back Bay Study as a Federal legislative priority; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to include in the City's Federal legislative priorities the City's desire to implement an alternative plan for the Army Corps' Back Bay Study consistent with the comments and concerns previously expressed by the City in Resolution No. R-20-0232 adopted July 23, 2020, attached and incorporated as Exhibit "A", and the DDA Letter dated August 19, 2020, attached and incorporated as Exhibit "B". Section 3. The City Clerk is directed to transmit a copy of this Resolution and its exhibits to the Miami -Dade County Congressional Delegation. Section 4. This Resolution shall become effective immediately upon adoption. APPROVED AS TO FORM AND CORRECTNESS:
