Sunshine for All, Inc. (the organization), a Florida Not for Profit Corporation, is dedicated to serving the needs of Miami Dade County's vulnerable residents through the delivery and coordination of social and quality control services to low income and at -risk segments of society. The organization's services include home delivered meals, case management, social service referrals, homemaker and companionship services. This allocation will aid the organization with the continuation of the API Senior Meals program that delivers one meal per day, Monday thru Friday, to up to 250 low-income elderly residents in District 4. Sunshine for All, Inc. was previouslyrecommended for funding to provide homebound meals. The first allocation was approved by the Miami City Commission on September 20, 2019, Resolution No. R-19- 0349, for $173,420 to provide services from October 1, 2019 to March 31, 2020. The second allocation was approved by the Commission on April 13, 2020, Resolution No. R-20-0104, for an additional $173,420 to provide services from April 1, 2020 to September 30, 2020. This funding recommendation for $373,750 will bring the total allocation amount to $720,590 and will extend the agreement from October 1, 2020 to September 30, 2021. As Sunshine for All, Inc. is familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow residents to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested. 20200813 27_Sunshine for All Agenda Packet APPROVED ISAPROVED: Add Arthur Nori9gaV, ity Manager 20200813 27_Sunshine for All Agenda Packet
