HomeMy WebLinkAboutR-20-0253City of Miami Resolution R-20-0253 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 7726 Final Action Date: 9/10/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION AMENDING THE ALLOCATION OF FLORIDA STATE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM FUNDS TO CARE RESOURCE COMMUNITY HEALTH CENTERS INCORPORATED, A FLORIDA NOT FOR PROFIT CORPORATION, IN ORDER TO INCREASE THE AMOUNT OF FUNDS FOR HOUSING CASE MANAGEMENT AND HOUSING QUALITY STANDARDS INSPECTION SERVICES TO $265,544.00 PER YEAR FOR TWO (2) YEARS FOR A TOTAL FUNDING OF $531,088.00 FOR THE TWO (2) YEARS; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS, FOR SAID PURPOSE. WHEREAS, pursuant to Resolution No. R-20-0089 adopted on April 9, 2020, the City Commission approved the acceptance of the Florida State Housing Opportunities for Persons With AIDS ("HOPWA") program funds in an amount not to exceed $950,000.00 for the State of Florida's Fiscal Year ("FY") 2020-2021 and an additional amount not to exceed $950,000.00 for FY 2021-2022, which included an amount of $228,000.00 to Care Resource Community Health Centers Incorporated, a Florida Not For Profit Corporation ("Care Resource"), for FY 2020-21 and FY 2021-22 for housing case management and housing quality standards ("HQS") inspections; and WHEREAS, Care Resource has requested the Department of Housing and Community Development ("Department") to increase the funds already allocated to them in order to hire an additional housing specialist to process the high demand for rental assistance in the City of Miami ("City") as well as in Miami -Dade County due to the COVID-19 pandemic; and WHEREAS, the Department has reviewed the request and has determined that based on the time limits of the funding, there is a need for additional staff to process the applications; and WHEREAS, the City's Administration recommends the amendment of the HOPWA program funds for FY 2020-21 and FY 2021-22 allocated to Care Resource; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The amendment to the allocation of HOPWA program funds to Care Resource in order to increase the amount for housing case management and HQS inspection services to $265,544.00 per year for two (2) years for a total funding amount of $531,088.00 for the two years (2) is approved.' Section 3. The City Manager is authorized1 to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in forms acceptable to the City Attorney, subject to all federal, state, and local laws that regulate the use of such funds, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, ity Attor 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
