Background of Item: Pursuant to Resolution No. 20-0089 adopted on April 9, 2020, the City Commission approved the acceptance of the Florida State Housing Opportunities for Persons With AIDS ("HOPWA") program funds in an amount not to exceed $950,000.00 for the State of Florida's Fiscal Year ("FY") 2020-2021 and an additional amount not to exceed $950,000.00 for FY 2021-2022, which included an amount of $228,000 to Care Resources Community Health Centers, Inc., for FY 2020-21 and FY 2021-22, for Housing Manager and HQS Inspections. Care Resources Community Health Centers, Inc., has requested the Department of Housing and Community Development to increase the funds already allocated to them, in order to hire an additional Housing Specialist to process the high demand for rental assistance in City of Miami, as well as in Miami -Dade County, due to the Covid-19 pandemic; and The Department has reviewed their request and determined that based on the time limits of the funding, there is the need for additional staff to process the applications; and The City of Miami's Administration recommends the amendment of the Florida State Housing Opportunities for Persons with Aids ("HOPWA") funds for FY 2020-21 and FY 2021-22 allocated to Care Resource Community Health Centers, Inc. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The amendment to the allocation of HOPWA program funds to Care Resource in order to increase the amount for housing case management and HQS inspection services to $265,544.00 per year for two (2) years for a total funding amount of $531,088.00 for the two years (2) is approved.' Section 3. The City Manager is authorized' to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in forms acceptable to the City Attorney, subject to all federal, state, and local laws that regulate the use of such funds, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, Ginty Attor ey 8/31/2020 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
