Subject: Accept SHIP Funds - Local Housing Assistance Plan
Purpose of Item:
AUTHORIZING THE ACCEPTANCE OF ADDITIONAL STATE HOUSING INITIATIVES
PARTNERSHIP ("SHIP") FUNDS IN THE AMOUNT OF $106,826.00 FOR STATE
FISCAL YEAR ("FY") 2019-2020 FUNDS, FOR THE STRATEGIES UNDER THE
CURRENT SHIP LOCAL HOUSING ASSISTANCE PLAN ("LHAP"); FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
DOCUMENTS INCLUDING AMENDMENTS, RENEWALS, EXTENSIONS, AND
MODIFICATIONS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AS
MAY BE NECESSARY FOR SAID PURPOSE, SUBJECT TO ALL FEDERAL, STATE,
AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS.
Background of Item:
In July 1992, the State of Florida enacted the William e. Sadowski Affordable Housing
Act ("Sadowski Act") which allocates a portion of new and existing documentary stamp
taxes, which were paid on the transfer of real estate, to local governments for the
development and maintenance of affordable housing.
The Sadowski Act provides a dedicated revenue source for affordable housing and it
has created the Florida State Housing Initiative Partnership ("SHIP") program.
Pursuant to Resolution No.19-0346 adopted on September 12, 2019, the Miami City
Commission approved the amount of $405,989.00 for Sate FY 2019-2020 for the
strategies under the current SHIP Local Housing Assistance Plan ("LHAP") the City of
Miami ("City) allowing the City's continued participation in the SHIP program.
On June 11, 2020, the Florida Housing Finance Corporation notified the City of Miami
("City") of the final allocation for State FY 2019-2020 in the total amount of $106,826.00,
for a total allocation of $512,815.00 for State FY 2019-2020.
The City Administration recommends the acceptance of the additional funds in the
amount of $106,826.00 in SHIP program funds for State Fiscal Year ("FY") 2019-2020
for the strategies under the current SHIP LHAP,

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING ADDITIONAL
STATE HOUSING INITIATIVES PARTNERSHIP PROGRAM FUNDS IN THE AMOUNT
OF $106,826.00 FOR FISCAL YEAR 2019-2020 FOR THE STRATEGIES UNDER THE
CURRENT SHIP LOCAL HOUSING ASSISTANCE PLAN; FURTHER AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL
FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH
FUNDS, FOR SAID PURPOSE.

WHEREAS, pursuant to Resolution No.19-0346 adopted on September 12, 2019, the
City Commission accepted the amount of $405,989.00 for State Fiscal Year ("FY") 2019-2020
for strategies under the current SHIP Local Housing Assistance Plan ("LHAP") allowing the City
of Miami's ("City") continued participation in the SHIP program; and
WHEREAS, on June 11, 2020, the Florida Housing Finance Corporation notified the City

WHEREAS, the City's Administration recommends the acceptance of the additional
SHIP program funds in the amount of $106,826.00 for State FY 2019-2020 for the strategies
under the current SHIP LHAP;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of additional SHIP funds in the total amount of $106,826.00
for State FY 2019-2020 for the strategies under the current SHIP LHAP are authorized.'
Section 3. The City Manager is authorized to negotiate and execute any and all
necessary documents, including amendments, extensions, and modifications, all in forms
acceptable to the City Attorney, subject to all federal, state, and local laws that regulate the use
of such funds, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited, to those prescribed by applicable City Charter and Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
