Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), authorizing the City
Manager to execute a Memorandum of Understanding ("MOU"), in substantially the
attached form, with the Monroe County Sheriff's Office, for the Department of Police's
continued participation in the South Florida High Intensity Drug Trafficking Area Task
Force for reimbursement of grant funds in an amount not to exceed $97,677.00; further
authorizing the City Manager to designate the Chief of Police to execute any and all
other necessary documents, in a form acceptable to the City Attorney, in order to
implement the acceptance and administration of said reimbursable funds. This award
does not require any local match.
Background of Item:
The City of Miami submitted an application to the South Florida HIDTA Executive Board
and was approved and awarded up to $72,901.00 for overtime, up to $18,582.00 for
equipment and up to $6,194.00 for purchase of evidence, totaling an amount not to
exceed $97,677.00. These funds will be reimbursed by the Monroe County Sheriff's
Office (authorized to serve as fiduciary for disbursing funds allocated to SFLHIDTA), for
expenses specifically incurred by law enforcement officers participating in the Cocaine
Strategy Initiative.
This reimbursable grant is awarded for the period covering January 1, 2020, through
December 31, 2020. This award does not require any local match.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
UNDERSTANDING ("MOU") BETWEEN THE MONROE COUNTY SHERIFF'S OFFICE
AND THE CITY OF MIAMI ("CITY"), IN SUBSTANTIALLY THE ATTACHED FORM, TO
PROVIDE FOR THE POLICE DEPARTMENT'S CONTINUED PARTICIPATION IN THE
SOUTH FLORIDA HIGH INTENSITY DRUG TRAFFICKING AREA TASK FORCE AND
ELIGIBILITY FOR REIMBURSEMENT OF EXPENSES, IN A TOTAL AMOUNT NOT
TO EXCEED $97,677.00, WITH NO CITY MATCH REQUIRED; FURTHER
AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE TO
EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE
ACCEPTANCE AND ADMINISTRATION OF, AND COMPLIANCE WITH, SAID MOU.
WHEREAS, the South Florida High Intensity Drug Trafficking Area ("SFLHIDTA") is
a task force program funded by grants through the Office of National Drug Control Policy,
Executive Office of the President of the United States and governed regionally by the
SFLHIDTA Executive Board which determines how grant funds are allocated; and
WHEREAS, the Monroe County Sheriff's Office ("MCSO") serves as a fiduciary in
receiving and disbursing federal grant funds allocated to SFLHIDTA; and
WHEREAS, in support of investigative efforts pertaining to the Cocaine Strategy
Initiative, the SFLHIDTA Executive Board has approved the Miami Police Department's
("MPD") request for grant funds in a total amount of $97,677.00 to be used for up to
$72,901.00 in overtime reimbursements, up to $18,582.00 in equipment costs, and up to
$6,194.00 for the purchase of the Covert Toolbox evidence system; and
WHEREAS, these funds will be reimbursed by the MCSO pursuant to the terms and
conditions of the proposed Memorandum of Understanding ("MOU") between the MCSO
and the City of Miami ("City"); and
WHEREAS, this award does not require any City match; and
WHEREAS, said funds are available for costs and expenses incurred by MPD
during the period commencing on January 1, 2020 and ending December 31, 2020;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to execute the MOU between MCSO
and the City, in substantially the attached form, to provide for MPD's continued participation
in the SFLHIDTA task force and eligibility for reimbursement of expenses in a total amount
not to exceed $97,677.00 with no City match required.
Section 3. The City Manager is further authorized' to designate the Chief of Police
to negotiate and execute any and all other necessary documents, all in forms acceptable to
the City Attorney, in order to implement the acceptance and administration of funds and in
compliance with the terms of the MOU.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
